Could I make money by buying minerals and moving them to a main place say gelhan and producing drakes for people and for extra isk move them to location of choice I can get product effiency to lvl 4 if it works out ill skill like a *****

I dubt you could make money off making ships with production eff 4 , I say this because i have it and i just built myself a myrmidon. Just since i was curius i ran the numbers and lo and behold I would have gotten the myrm 2 millions cheaper if i had hauled the minerals to the nearest trade hub and sold it there and baught the ship from there also. So i conclude that the ships are dirt cheap now.
So i guess production efficiancy 5 is the only way to go if you intend to make ships for sale. And blueprint very well researched material wize.
I cant imagine you would make money if baught minerals off the sell orders , So i guess perhaps if you set buy orders. But from my experiences buy orders fill up pretty slow if its under marketprice in the nearest hub , atleast its the case with PI materials.
My personal advise its the same that i took from myself. Do something else more worthwile. If its industry you want then i find it hard myself to make any worthwhile isk atleast in high sec. Ammo is a regular seller for me , and if you find some systems without a popular ammo then you can make some isk even with unresearched blueprints.

Find a medium sized mission hub (100 or so people in it) with one or more lvl 4 agents (preferably combat such as intelligence, internal security, command ect)
Buy your stuff around there, i use a 3 jump radius. Haul everything to a nearby system where manufacturing isnt that expensive (lowest is 333 isk/hour i believe) and manufacture your stuff there. Once done haul finished products to mission hub.
Put stuff on sell order and wait :)
And if you want to manufacture BC, expect to do bpo research on them for about half a year if you want to make a decent margin on it, otherwise there's just too much waste costs to be worth it. For BS, expect a year. ----------------------------------------------- EVE Gate:

"Decent"? You get decent margin on a 15ME BPO, 30ME is pretty much max reasonable ME level. A year for research is just silly. Take Abaddon, for instance:
0ME: 0 weeks research, 10.9M ISK waste 5ME: 20 days research, 1.8M ISK waste 15ME: 2 months research, 681k ISK waste 30ME: 4 months research, 351k ISK waste 50ME: 7 months research, 214k ISK waste 90ME: 1 year research, 118k ISK waste

Might I suggest using yuzier as your centra hub, or tanoo. As of a few days ago, I've pulled out of the derelik markets, so sure there is a nice hole there now.
Gelhan is a bit out of the way. Best places to sell there are Berta/Hoth/Gamis, Yuz/Sasta/Tanoo Shala/Thia and Arnola.

Note: At one time I send a friend of mine who was pretty noobish but gung ho to 0.0 in Curse to stay with an PvP alliance there. As a present I gave him some bpcs so that he could keep himself in rifters even though his production efficiency was crap. He was often grateful to have those as more experienced pilots were frequently out of ships and he never was (kill rats in 0.0 -> melt loot -> build new rifters). The ability to produce an item locally was worth the waste for him since there was no reliable local supply. So there are situations where building stuff with Production Efficiency 0 is a resonable thing to do. But as you can see from the story, it's VERY situational. And you're generally not building for the high sec market when you do so.
