Ok, So I picked up the Meatspace version of EVE at my local Best Buy because it was the same price as activating a trial membership. Of course I got jacked a bit by paying tax but the game did come with two spiffy install discs. One for a computer and one for some thing called a "Mac?" WTF is that?
Anyway, besides the complementary coasters (install discs), the DVD sized game box also comes with an absurdly poor level of documentation on it's "reference chart" and some game art that is as inspiring as... well... actually its not that inspiring at all.
Why the heck did I buy this thing then? Oh, for that sweet little bonus called the Cerebral Accelerator. That's a slot 4 booster that gives you an additional +3 bonus to ALL of your skills for the first 35 days of your new character's life. Seems you get this when you activate with the CD key and then it's yours to use as you want. You only get one of course and it's gone after the character you installed it in turns 35 days old. But since I am going to launch an alt here's how I am thinking of doing it.
#1: Send myself a buddy invite. This is actually within the limits of the EULA. #2: Activate my invite with the CD key from my in store purchase. This gives my new alt 30 days of gameplay added to my 21 day trial for a 51 day total and gives my main a whole free month.. #3: Here is where I'm stuck, would you ... A) Plug in the cerebral accelerator and use it like a greedy skill *****. B) Sell the accelerator via contract for enough ISK to buy two more plex like a greedy ISK ***** (seen it done, honest) or, 3) Just let it sit in your hangar and save it for a rainy day like some collecting packrat?
With the new character getting the double time training bonus and the added +3 from an accelerator, I can start with a +6 bonus after slapping in a cheap set of basics then upgrade to +5's about 5 days later meaning that for the next 30 days I would be rolling with a base of +8 in each attribute. Which is kind of sexy.
So, am I doing it right?

The cerebral accelerator can't be used by a toon older than 35 days. So if you don't start using it from day 1 then you're losing out. Unless you want to sell it.

I even think it is limited to the account being less that 35days [not 100% sure on this] --

I would keep the cerebral accelerator in my hanger, and stroke it regularly, if I were you.
This is because you obviously have enough ISK, otherwise you would not mention about getting a set of +5s for your new alt, so there would be little point to you in selling it.
And only truly new players need the SP boost, older players creating an alt can still play with their main while the alt skills up.

As far as I know the above is true. As soon as your account is 35 days old the implant stops working, but I'm not quite 100% sure on this, too..

As far as I can tell it works like this,
A) As soon as you use the activation code the accelerator is delivered to your hangar. B) At that point you can do whatever you want with it. You can plug it right in and get the boost, sell it, or use it on another character later. C) The 35 day limit of usefullness is tied only to the age of the pilot, not to the age of the account.
As for why I may use this even though I can afford +5's, the answer is that the new alt will be very focused and using the accelerator for the first 35 days will help him hit the ground running. I've noodled around with EVE-Mon giving myself all the bonuses and the results are fairly impressive.

They really are!
As someone who has recently installed a Commissioned Officers edition, I can tell you that I went from 55,000 skillpoints to 1,015,000 in the space of 10 days and that is probably without the proper optimization

as long as you know what your training for etc... --

yes it's a great idea, if +5's didn't need cybernetics 5, which is a rank3 skill. ---
