We are trying to find out if there is a setting to not allow people to offline the pos but still allow them ship hanger access.
Would someone who has POS experience be able to answer that? THanks in advance.

Just make sure they're trustworthy. Besides, most people will stay loyal because they probably have something important in/around the POS Control Tower and don't want to offline their own activity.
All you need to do, is involve them, like tell them to research a BPO or something, they won't offline the POS because of themselves.

Control Tower: Manage -> Structures -> Access -> Corporate Hangar Array: View = Corporation, Take = Corporation.

Ahhh!
To online or offline you need the role "config star base equipment". But without doing what you say above they also need that role to use a ship hanger to get ships in and out.
I tested this with an alt - removed "config star base equipment" role and did what you mentioned above to the main ship hanger - and the alt can now take ships out or put in but cannot offline any battery or hanger. (I'll assume that means the tower too... I'm not going to test that though)
And the bonus is... we can now keep our expensive ships in a 2nd hanger that is online and very trusted members can get into it but the others who do not have "config star base equipment" cannot.

Note that the Use permission covers the fitting service on the Ship Maintenance Array. It never hurts always setting that to Corporation; it doesn't allow access to the contents of the array.
