Hey there! Just gathered enough money and skills to buy a Procurer! I'm looking to become a miner. Should I buy the procurer or save up with my Iteron IV with a Miner II to buy a Retriever?

you will be better off with the Retriever. Hardly any cap on Procurer

Uh ... if the question is - should you get into a Procuror and stay there as opposed to getting into a Retriver - you want the Retriever. Cap isn't an issue - the Procuror has all the cap it needs - but a Retriever has twice the strip miners and more cargo space.
As to getting into a Retriever ...
You're pretty close but you're going about it wrong.
1) What you should have done - is run missions until you find one with rocks in it - then mine those rocks into a jet can in a Navitas or a Vexor. Then use the Iteron IV to come and get it. The Mining Frigate gives you a mining 20% boost per level of Gallente Frigate trained and you can put two of those Miner II's on it. So you'll mine a lot faster that way than mining in your hauler. Use each ship for it's intended purpose. Now - there is a reason for mining in an industrial - and that reason is that you're watching Star Wars: The Clone Wars on TV or doing something else. There you mount an ore scanner, find a the fattest asteroid you can in .9 or 10. space and mine away while you pursue some other activity. If you aren't AFK though - then you're wasting your time mining in an Industrial. By mining in mission space you are less vulnerable to having someone come along and flip your can.
2) Since you didn't do that you can either start doing it or go ahead and get the Procuror if you don't want to wait until you have the money and skills for the Retriever. The real factor here is what your skills are already. If you have good frigate (like level V) skills and don't mind dragging ore from your cargo hold to the jet can every minute - then you could just stick with the frigate. If you've got good drone skills (like drone interfacing IV) then you can do well if you've got four miners on a vexor and five mining drones. The Procuror has a bigger cargo hold and the strip miner cycles every 3 minutes so you'll have to move your ore less often - but then you're adding the cost of the Procuror to the cost of a Retriever - though you can move any equipment you put on a Procuror to the Retriever. If you don't have any cruiser skills trained - at this point - if you're trying to get into a Retriever - just stick with the mining Frigate if you don't want to get the Procuror.
In any case, whatever you do you should be able to get the Retriever fairly soon - so most people skip Procurors.
For myself, I have multiple characters - so - trying to manage several characters creates a real premium on that 3 minute cycle time. With the frigate - the hold is almost always over flowing before I can get around to it and even if it isn't there's the pressure of trying to get back to it before it does ... so ... I don't like mining in Frigates any more than I have to - and would prefer to have all my characters in mining barges asap - even if that barge is a Procuror. The other thing is - since I've already got the Procurors, I can just pass them down to my junior miners and don't have to buy them.

What are the best things to fit a Retriever with? Just wondering so I can start planning ahead to buy them.

It's pretty fixed.
Two Strip Miner I's to start in your high slots. You can also fit the Modulted Strip miner II's with T2 Mining Crystals - but most people do that after they are in a Covetor or Hulk as you have a lot of skills to train to use those crystals (one for each ore type).
For your one mid slot:
Either 1 small Shield extender, 1 ore scanner or 1 small after burner. The after burner won't help much but you will be faster than without it - if you do have to travel an extended distance in normal space, like an asteroid belt, you can just bookmark the asteroid you want to move to - warp somewhere else - then warp back to your bookmarked asteroid. The AB comes in handy if you are mining in mission space - where there is an entrance beacon that you will enter at - regardless of anything you've bookmarked in that mission space. The Ore scanner helps you pick a bigger rock - but if you're just going to mine out mission space anyway - then that doesn't matter. The shield extender will make you a little tougher.
For you low slots - you can put in Cargo Hold Expanders (the II's are better) or Mining Laser Upgrades. The cargo expanders let you have a bigger cargo hold while the MLU's increase your mining by about 5% each.
Then you want some drones.
The Retriever can use 5 so it's mostly best to have 5 combat drones. If you're mining in a 1.0 or .9 system - you could use mining drones but if you're in .8 to .5 you want the combat drones.
If you mine mission space - and you are in a .8 or lower system - the same belt rats that come to visit you in the asteroid belts - will on occasion come by to visit you in your mission space as well. Normally, you would clear out all the mission rats before sending a miner into that space - but the belt rats can come along afterwards. Once you get into a Covetor or Hulk - then most people have 5 of each. They use their mining drones on a very close asteroid - as transit time is a major factor in mining drone output - and then just recall them if a rat comes along and launch the combat drones.
