There are other solutions besides CCP undercutting the RMTers. Measure ISK generation in ISK/hr and you'll start to realise that there are other options rather than simply competing on the ISK side of the equation.
edit: I don't believe that there is any way you can possibly stop RMT. Foolish people will part with their credit card details in the hope that they'll gain some kind of in-game advantage. We can leverage this desire by increasing the amount of ISK that must be spent to farm ISK.

Work both sides of the equation.
CCP needs to do this:
- Hire 3-4 FULL TIME employees and put them on a TEAM working under CCP's resident economist. Their ONLY JOB is to fight RMT/Botting.
- OBSERVE EVE for several months. Identify botters. Figure out how they're different from the rest of EVE's players. Identify their masters.
- DEVELOP a means for identifying probable bots based on statistical information. (server side flag which sez "dood, this seems like a bot.")
- BUY some of the botting software. Experiment and play with it. Find the weaknesses and DEVELOP some kind of tool to figure out if a bot is being used.
- SECRETLY DEPLOY sekrit botting detection in a new patch.
- SILENTLY FLAG bots. Compare this to the botters that have been identified through their behavior.
- SPEND SOME MORE TIME perfecting the art - both of client-side flagging and server-side identification.
- IN ANOTHER UNHOLY RAGE, ban some asses. Blacklist some credit cards/paypal accounts.
- UP THE ANTE. Start banning people who buy ISK and in-game-items illegally.
As Sir Lodrex taught us, if you keep banning them, eventually they will get tired and go find another game to mess with.
EDIT: Notice how I'm not naming ANY names - though I have many people that I suspect of being bots or being funded by bots. I'm proposing a SOLUTION, not a temporary fix. If you are being secretive about something, you do not say you are working on it.
You do not say you are not working on it.
You say nothing about it.
You stay secretive.
CCP is staying secretive.
