Ya know what the best way to get answers is? Start insulting the people that have already posted.
I don't know where you get your info from, or who you fly with, but t1 rigs are used quite a bit now in T1 ships. I use them in my BB all the time, when I used to fly a drake, scorpion for sure, Raven, I've seen rigged Caracal PVP fits. I honestly don't know what you're talking about.
As for your Mammoth question, I don't have an answer cause I don't fly Mammoths.

I knew a few people in Red vs Blue who wouldn't fit rigs on T1 frigates. Still, they were expecting to lose 10+ ships and I could see where the expense comes in that case. Otherwise, most everyone I know throws rigs on a ship.

Fitting 12M worth of trimarks on a 3M ship just to get 2k more EHP feels somewhat unnecessary. It's almost always worth shoving some cheap capacitor control rigs in there if you have nothing else that's more pressing.
The only things I don't fill the rig slots on are certain ships intended almost entirely for offensive pvp (usually light tacklers) that I'm pretty sure will be blown up soon after I assemble them. ---

Why would you not fit (for example) 700k of hybrid damage rigs on a Thorax?

Tbh, I have a feeling that the main impact will actually by another hit to the mineral market ù unlike previous popular "mission clean-up" ships, the Noctis has enough cargo hold to just scoop everything without caring for how much stuff is worth in terms of ISK/m³. This. Personally i think t1 rigs are too cheap if anything. Caps should def need more expensive "extra large" rigs at the very least.

yes when a new ship enters the game the effects of this ship can be seen after 1 week in the game so it's strange my rig prices show almost no movement

Armor tanking rigs are too expencive, its true.
You can always fit some 200k ISK speed rigs on your frigs and some 200k ISK shield resistance rigs as well.
My T1 pvp cruisers all carry shield resistance amplifiers, frigates a combo of resistance and speed.

IMHO this does not solve the price of T2 rigs. Mag sites' loot-table needs to be revisited or T2 rig components should be allowed to be made from T1 components too.

I don't think people will go salvaging en masse with the Noctis. It's not that good and awfully slow. I'd rather salvage in a Loki. I think we'll hardly see any effect - if at all - on salvage materials or rigs.

Ok fella, you asked a moronic question and expect anything but flames? Rigs are not too expensive for T1 PVP hulls, never have been. Only too expensive for cheap ass, flat broke wallets.
Let me simplify: Rigs are not too expensive for [___] ships, they're too expensive for SOME cheap/broke pilots. And the level of wallet where the rigs aren't too expensive is entirely up to the player behind the pilot. On top of that, since they introduced small and medium rigs, anything less than large has been insanely cheap. Medium purger/extender rigs on PVE/PVP drakes dropped price for fit ship by over 30 million isk.
Noctis will primarily mean that those mission runners and ratters who salvage will do so faster, and have more time for missions/rats and make more isk and lose more ships and buy more rigs. Prices may go down, but not extravagantly.
And because I know you were going there, it will not affect T3 market.
