I don't know about that. A Salvage Cane could already pack in 95% of the value of loot and salvage into it's cargohold for almost any mission. Metal scraps and cap boosters are worthless compared to the rest.
The Noctis doesn't introduce more loot or salvage into the game. It just lets you collect it faster than the Salvage Cane did.
Unless they introduce a ship that makes more wrecks and faster, I really don't think salvage materials will drop significantly. (Barring speculators fuggin the prices up intentionally, which happens.)

I don't think people will go salvaging en masse with the Noctis. It's not that good and awfully slow. I'd rather salvage in a Loki. I think we'll hardly see any effect - if at all - on salvage materials or rigs.
The Noctis isn't meant to slowboat to every wreck in a mission room; it's meant to sit by the room's accleration gate and pull every wreck in a room to it with its powerful tractor beams. Of course, it helps if the runner who you're working with makes the wrecks blue for you, so you can tractor them. :)

It introduces the incentive to loot and salvage to more people exactly cause it makes it easier. You surely remember the time when you didn't have a Marauder and what the pain of collecting 50km away wrecks with a 20km tractor was, and how discouraging was it.
Having easier access to salvaging(read as more players actually doing it) means easier access to looting as well. Dropping salvage prices already indicate the effect of the Noctis. Of course minerals market won't suffer that much but I highly doubt the increased amount of collected loot going on without any effect.
