I noticed, when I went to the "kills in last hour" display on the map, the "safer" systems had more kills, while many of the 0.0 systems had almost none. Is 0.0 space actually safer than one might imagine at first?

more people pvp in empire via war decks. So plenty of kills in empire.
0.0 has a sparser population, but unlike empire more of them are likely to open fire on you.
You'll no doubt one day take a detour through 0.0 and discover it's not so dangerous. Certain systems are camped by people who want to kill you, but if you learn which ones are and which ones aren't, you can generally fly through the swarms of 0.0 carebears whom presume you're there to kill them and can travel through quite easily.
I just spent an entire night npcing my sec status up, and every system on the route had carebears smacking me in local telling me i was terrible as scanning them down. that'll give you an idea what most of 0.0 is like.
The actually dangerous areas are choke points into 0.0 ------

0.0 is much safer if you are a member of local alliance, or have NAPs with them
in 0.0 your friends give warnings about incoming hostiles while they are still far away. You have much more intelligence than living in low sec.

Yes. For the love of god yes. As long as you avoid the major pipes you can go for days without seeing anyone else, and if you do then safe > cloak till they are gone. Everyone should have to spend a compulsory week in 0.0, then maybe we wouldn't have people scared to go based purely on empire dweller hearsay. We also wouldn't have 'bawww I lost my ship to gankers' whine threads either because they'd know how to avoid it.
Sigh.....we can dream I guess.

The way I look at it 0.0 has large alliances of corps controlling most if not all of it. So unless there is a large war going on...not "a lot" of PVP happens. You might say you would actually see more PVP in lowsec unless there is a full blown war going on.
Which brings my thought to lowsec. Smaller corps and alliances which are mostly pirates indiscriminately attacking and podding anybody they see all the time. Therefor there is a more consistent amount of PvP in lowsec.
Highsec see's its share of gankers as well but nowhere near on the same level as lowsec and null. Wardec's often lead to the bulk of kills in Highsec and probably some of lowsec as well.
So there you have it...just my opinion but there it is.

With JB's, Cyno jammers, and well used intel channels, 0.0 can be safer than high sec.
This is not a bad thing, and is actually how the game is designed.
The difference, is that 0.0 safety is 100% player developed and enforced, where in highsec you have the omnipresent CONCORD. Sarcasm - Because i'm too far away to strangle you. |

Who's afraid of 0.0. I lived out in Stain when things weren't so easy and even then I wasn't attacked even once in 3 months (joined SA to get my sec back up).
Now that they added jump bridges, jump drives, jump clones and cyno jammers and left in the all knowing local to be your guardian angel you would need to be an afk bot ratter to get killed... actually they're safe too with their align and warp to POS scripts.
In short, yes 0.0 is safer then empire, high sec is now the best place to get any sort of small non blob pvp thats not consensual and pre-arranged.
I disagree with the above poster, this is not how 0.0 was designed. Google is your friend.

without reading replys, my own throughts.
0.0 is safer than most empire. Empire you undock with neutrals all around you. You don't know what their motivation is. Suicide gank? Scout for that war dec? Remote rep for that pirate that just fipped you? Very few are actually "friendly".
0.0 you know who owns the space you're in. If you are blue with them you know you'll undock safely, you have intel channels telling you where threats are. Most of the time 0.0 is safer than empire. I heard the same thing in my early mission-bear days and laughed. Lawless space safer than empire? No way! But hey, it's true.
Now does that mean that you can go out there and mine all day perfectly safe? No, you have to defend your home, it just means that you konw where the threats are, as opposed to empire where ANYONE can be a threat so long as there is 1 isk profit in it for them.
As for threats, it's mostly in choke points, enterences to 0.0, well traveled pipe systems, etc.

some old corp members and I would make regular trips into nul using WHs, it was great, you could clear entire systems, belts rats, plexs, everything without seeing anyone. sometimes we would mine the place as best we could without the WH collapsing.
deep nul is a bit of a joke when it comes to the risk/reward side of things. i think i have been attacked in highsec more then when i made trips into nul.
