I keep seeing certain people being able to catch tons of Macro Ratters, especially in the Drone Regions.
Can anyone tell me their uber technique that catches the rats?

Well, the thing is that bots are quite a bit better at checking local than people. What this means is that the second someone who isn't on their "white-list" enters local, they are going to warp to their safe pos and stay there until local clears again.
The only way of catching them is to warp bubble the belts in a system (preferably the belt you know they will be going back to) and then jumping out of system, and back in in a really fast warping / tackling ship. Of course this doesn't work for the wealthy botters who do it in interdiction nullified Tengu's, for those you have to be freaky lucky and enter system while they're being tackled by rats and in the process of killing the tacklers.
The third option is of course to somehow make it onto their white list by being in the same alliance with them, or befriending them some other way. But then you'll probably get kicked after a few kills for awoxing.

1) Move their POS to another location. In which case you can follow. 2) Add Cloakers to the white list and continue to bot with you in system. In which case you can kill them. 3) Stay in POS making no isk.

Ask Monkeysphere.
He was using a program to make it look like he was not in local. As far as i know he is still playing and didn't get a perma ban. Maybe he will let you in on his deal. I doubt ccp even removed his ill gotten spoils or the worth of them. Makes you wonder why people who buy isk get set to a negative amount of money.
Its ok to cheat/hack and make programs that spoof and do other things to the server. But apparently buying money is a bad thing.

More ideas. I don't know how many of these will work (probably none of them).
- If they have a POS - put it into reinforced mode and then bubble the POS.
- Keep an alt with a trial account logged in somewhere in the system in a place that is off-grid to all the celestial warp-in points. (Trial accounts cannot train cloaking.) Log back in just after downtime. Stay logged in continuously.
- Gather any available evidence of EULA violations and file a petition.
- Destroy all the rats yourself. Loot and salvage all the good wrecks.
- Jump in and out of the system at frequent intervals. Does their macro work when someone enters local while they are in warp? (Crashing macros is fun)
- If a gate is closer to the asteroid belt that they are working than the POS or safepoint, you may be able to ambush them at the belt. Enter system (they warp off), leave system (they may wait a bit and then warp back). If you are lucky, you may be able to enter the system after they enter warp, warp to the belt, and arrive at the belt before they do. Hyperspatial Velocity Optimizer rigs may be helpful. I do not know if this would be effective against interdiction-nullified Tengus.

Use a WH as a hiding place, just make sure it's uninhabited and you have a cloak.
