Hi all
I am looking for information on CONCORD.
*Principly on how fast will concord respond and arrive if I should attempt to gank someone in a high sec belt/mission per say.
*Does concord use neuts? *How long approx would something like a all t1 plated thorax have to kill a hulk say before being squished by CONCORD.
Any other info that can be supplied on Concord would be appreciated.

Ok well let's see... Concord response time varies depending on server lag. Can be anywhere between 2 and 15 seconds from my experience (averages about 6-8 sec in a 0.9 system). When they do arrive though, it's game over for your Thorax. They will not only neutralise you, but they'll also disrupt your targeting so all those plates won't help you.
Essentially for high sec ganking (and specifically Hulkageddon) you need to be able to dish out maximum punishment in a minimum time frame i.e. one shot. I can't recommend using anything smaller than a battlecruiser if you're working solo, and even then it will need to be well fitted with damage mods, damage rigs (very cheap) and good quality artillery style guns.
The Hurricane is a choice ship with the high alpha damage potential it has. I would surmise the Myrmidon may also work, but can't say I've tested it, nor heard of anyone using them.

I was in a BC in a 0.8 and got smoked in about 3-4 seconds after accidentally hitting another player with a smartbomb.
They are lighting fast. You likely won't have time to kill and warp to safety even in a well fitted BS. I suggest you try a low sec.

I'm curious about how long it takes concord to begin shooting a pilot who has boarded a fresh ship?
IE: I commit a crime and concord blows me up, then I board another ship sitting beside my wreck. How long before concord takes out that ship?

You can't warp to safety from CONCORD, It is possible but its a exploit and the GM will take the ship from you. Then you get no insurance. There is not Tanking of CONCORD.

You won't have time to warp to safety in a buffer tanked Titan as CONCORD instapop any ship they shoot at.

No, they only instajam/neut/ewar you, it can take them several seconds to chew through a plated abaddon. This is why a lot of times suicide SB pilots will fit cap injectors to try and get off one last well timed volley while concord is killing them.

9 to 12 seconds in 0.6 6 to 9 seconds in 0.7
Dunno about the rest. This is based on number of volleys I can get off with my suicide brutix,

A few months ago I was bored and suicide smartbombed an isk spammer before he could start flooding amarr local, here's a video of it: http://www.xfire.com/video/22b153/
You can clearly see concord arriving ~4.5 seconds after I activated smartbombs, and then taking ~8 seconds to destroy my ship. I even managed to pop cap injectors and activate 2 extra smartbombs (could have been more had I actually been trying) in between neut cycles in those 8 seconds.
