I would like to run a few tests before I try a couple builds out in PvP land, so I have an alt that I would like to shoot at for my tests. How do I make it so I can legally shoot my alt in high-sec? Is can flipping the best way, and if yes, does can flipping cause GCC, as in everyone and gate guns will be able to shoot me for 15 minutes?
Any help/advice is appreciated.

One option is to install the Singularity client and take you and your alt out to lowsec/nullsec/w-space where you can test fits and tactics in relative safety.
Otherwise make sure you have no standings to each other, one of you jettison a round of ammunition, the other one steal that ammunition, and the one that jettisoned the can can freely shoot the one that stole. Can flipping will not trigger GCC, the only people who will be able to shoot you are the ones you stole from. Day 0 advice for new players: Day 0 Advice for New Players |

Aggro rights go to whoever was wronged. Cans belong to a corp rather than individuals (npc corps effectively being 1 man corps. ) You must not be in fleet, and not have positive standings set between toons. Depending on the testing you need to do, ejecting from a rookie ship might be all you need. |

Two members of the same corp can shoot at each other all they like without CONCORD or gate guns getting involved, even in hisec, so long as they don't do something dumb like setting off a smartbomb or an EMP burst with a neutral within range.
It's common enough for people to ask corpmates to help test out fits or roles for particular ships. |

You've got a few options here, none of which are really all that difficult.
1. Can flipping. Have each ship jettison a cargo container and have them open each other's jet cans. I think it's safer for them both to have each other's aggro just in case something unplanned happens. Random mouse clicks can do horrible things.
2. Have them both join the same corp. Corp members can attack each other without fear of CONCORD intervention. If you're already in a corp, your CEO will probably be okay with your alt joining as well.
3. Go to lowsec on Singularity. This is much more time-consuming than the previous two options though, as you have to go through the whole installation rigmarole. http://eve-sojourn.blogspot.com/
