I have actually two seperate questions:
1) Which one of these is best level 4 runner: CNR or Golem? I have an alt which I'm dualboxing in a Noctis, so he picks junk and salvages while I'm running missions with CNR/Golem. One of Golem's strength is to fit tractor beams / salvagers, but that isn't needed now so which one wins?
2) For whichever is better, is there a PERFECT skill list for it which includes every single skill - preferably in prioritized order - to completely max it out (and also related social skills).
I just got my Raven and I'm starting to run level 4's with it. I'm using Mike's beginner fit @ battleclinic so I still have way to go but I'd love to create a year or two skillplan for this.

1. Golem - just for the comfort level.
2. That's easy, all the skills that make your ship and modules work better. Prioritize by effectiveness and training time.
3. Have fun... .

Well thats obvious, but what are those skills? You can't just inspect your shield booster and see what skills affect it, you just have to know (and I don't, for every item) it or browse through all skills which takes quite a load of time.
Surely someone has to have thought about this (and created a list!) before me, we're talking about the best mission ship in whole game afterall.

EvE Fit shows all skills that affect a module. That's how I realized I lack some Target Painter skills when I was making a fit and took a look, realized I didn't even have 3 of them trained. So, adding your fit into that and checking each modules affecting skills and adding them to EvEMon should do the trick.

Why think about the skills that affect what the ship does (let's see.... active shield tanking, capacitor, torps, target painting, drones... that's about it) when you can just have someone hand you a pre-made prioritized list and tell you "train this!". If only life were so easy...
Fire up EveMon, look at the skill descriptions, add them to a plan, move them around as needed. This won't take more than twenty minutes, really.

I second the "golem" as your ship of choice.
Even with the noctis alt, you could simply equip 5-8 tractors on the noctis (instead of the 4/4 tractor/salvager split) and fill out the Golem's 4 extra hislots with salvagers.
A Noctis sitting right on the golem tractoring in every wreck for the golem to salvage should be quite efficient.
as far as affecting skills? Yeah, you'll have to look it up. I doubt someone will sit and write out all the skills 1) because it will take a while, and 2) because missing a skill will undoubtedly get the poster ridiculed.
You CAN, however, browse the skills on your own....look through engineering, electronics, missiles, and drones (maybe navigation, and don't forget weapons upgrades and adv. weapon upgrades under gunnery). This is, of course, in addition to marauders LV

Wow, you are totally worthless. I dont understand why people cant stay on topic, i mean if you dont have a proper answer to the question then stfu, no one cares what you think.

It's worth doing. You will know the what and why of so much more making your understanding of what you are doing fuller and comprehensive.

CNR and Golem! "different horses for different courses" and/or "use the right tool for the job"
and while you are at it get that alt into a cnr/golem for moar dps!
perfect skills, get the core elite, active shield tanking elite, battleship advanced launchers elite, and combat drone control elite
I think that should do. I'd get the shield tank to where you can use t2 stuff and tank missions alright, get t2 drones, and then max out the missile skills, then go back and take care of the rest.

Go thought the list of all skills in the game. Read their description Decide if its usefull or not. Make the list.

What Valrandir said, I used to spend 20 minutes every day just going through every item in EVE and reading its description (skills, modules etc.) so as to gain a better understanding of what stuff did. That said I still don't fly a Raven/CNR/Golem for missions , just am too much in love with my Pulse Apoc and T2 Sentry Domni.
