No, it cant.
Only kind of mining it could do would be with 5 mining drones, so not really worth it.

you can also use harvesting drones its a bit more isk but it have a little more yield than mining drone tech2
so there not very usefull for starting miners

In general, stay away from Harvester drones. They're MUCH more expensive, and will almost always bring in less ore per unit time than T2 drones, due to their much lower speed.
Stick with T2 mining drones.
