PPL never used to actively hull rep and the reps themselves were allways much much slower than the armour reps.

Passive/Buffer. No Repping or shield boosting. Can use active mods to increase resists. Purists might say it should be mods such as EANM's or Resistance platings etc only which don't use cap.
Active. Repping or Shield boosting.
Hull Tanking was a buffer tank with a DCU and reinforced bulkheads to increase structure HP's
There was a video made by Farscape a few years back when he tanked sentry guns and killed something outside a station in lowsec hulltanking a MegaT I believe.

Most of what is good about a hull tanking fit is the element of surpise when they rip through your shields and armor, then hit a brick wall at your hull.

The only time Hull tanking is useful is when you land on a fleet or the fight is on a gate since you're a brick.

It depends.
Some ships are best shield tanked, some ships are best armor tanked and others are best hull tanked.
How much structure does the ship have? If it's got a lot of structure - like an Orca - then it's a good candidate for hull tanking. The fit I saw on that though was actually a dual tank with passive buffer shields and then the reinforced bulkheads and the DCU II. But - iirc - it was good for like 200,000 effective hit points.

Hull tanking is no lost art, but to be considered an art it must be rare. I know of people who used to hull tank navy megas back when they were cheap, like round 350 mil, but they're really expensive now, so hull tanking is becoming less common every day - alas it becomes more effective every day too, since people become more susceptible to the element of surprise.

Hull tanking has taken a big hit with the introduction of cheap rigs. 3x core defence field extenders boost shields and shield repair rate 52%. Trimarks boost armor the same amount but without the repair and with a more severe velocity penalty.
There's no equivalent rig for hull tankers (gank fits).
