I use a Hawk. Not sure how good your skills are for frigates though, and since you say money is no proble, you may want to look at the Succubus. Failing that, destroyers can be good lvl 1 blitzers.

Well to start, train up Connections, Negotiation and Social skills asap. That will make it easier to gain standings quickly.

Given your caldari/amarr skills, I suggest investigating a missile tengu or the phantasm. You should be able to get away with a passive shield tank and target painter to speed up level 1 and 2 a bit. Some drone bandwidth would be nice (if you pick a tengu, the phantasm have 15 m3 bandwidth), use t2 light scouts if you can. I gather fast short range weapons like heavy assault missiles or pulses are better for level 1 and 2 than long range, slow rate of fire weapons. For level 3, you probably will want the longer range weapons.
The HACs like sacrilege, zealot, or cerberus sound passable, but I think the above two will probably be better for you. You could also try the caracal navy issue which is like a cerberus.
Added: Take DeMichael Crimson's advice to heart. Social skills are a fast way to push your standing. They don't work, for certain things (like brokerage fees or cloning), but if you're getting standing for a particular agent, you should have those skills trained up. Do enough level 1's to get you into positive standing territory (might only take one mission) then see where your connections adjusted standing is. You might be able to run level 2 missions real soon.

For level 1 missions, assuming high skills, it's hard to beat a basic tech 1 destroyer for speeding through missions. Small, fast, lots of guns.

For a personnel agent, you should expect to have courier missions. As such, you should have a ship with a minimum of 300m3 (I don't think you will get a mission that needs you to haul more than 160, but I doubled it just in case).
A frigate will handle the combat missions, easily if you have high skills and will be certain to be able to enter any deadspace pocket.
Throw in a mining frigate or a destroyer with a couple of mining lasers for the inevitable mining missions.
Since all you are doing is trying to get your standing up, put all this in a indy ship (so no rigs on the ships) or in the hangar of an orca (rig the ships in this case) and you have a flying mission pack that could handle up to level 2 missions (replace the frigate with an assault ship and you should be able to handle most level 3s).

The OP said "isk is not an issue." You can make a tengu that is faster than a destroyer, more dps to frig targets than a destroyer, and locks faster than a destroyer. It's also an amazing ship for levels 2 and 3 (which he's going to get to in a short while), and not bad at level 4 missions (though I bet he'll use the nightmare or paladin for that). Sure it costs about a thousand times as much, but "isk is not an issue." So there you go.
I wouldn't put that kind of isk into my mission blitzing either. But I did deliver what he asked for.

I conditionally support the Tengu suggestion for money-is-no-issue standings mission spamming.
Some L1 missions will only allow T1 frigates and destroyers in. Thus you will need to include a destroyer or pirate frigate in your mission-spamming fleet. Some L2 missions will not let T2 or T3 cruisers in. For those missions I would recommend an assault ship or faction cruiser.
My own mission spamming fleet currently consists of Kestrel, Hawk, Tengu. There being no missile-based destroyer, I use the Kestrel for L1 missions where the Tengu or Hawk aren't allowed (even with Diplomacy trained, I am still below -2 with some factions). These ships comfortably fit in the SMB of an Orca, with room for the Orca pilot to carry an Ishkur and Ishtar.
I carry a Wreathe and Mammoth in the cargo hold, along with an Iteron Mark 4, so both pilots Dan handle the inevitable courier mission. I simply decline mining missions. -- [Aussie players: join ANZAC channel] |

AML Caracal will work great for almost all L1 missions as well. The fantastic thing about the AML Caracal is damage projection.
