I have a friend from Italy who cannot access any EvE whatsoever. No tranquility, no API, no website. He has received no ban notification. It sounds like an IP ban or IP block problem.
Since he can't get into anything he asked me to file a petition, however I already know for a fact that you can only self petition.
So I am asking any players if they have any Italian area friends on coms that cannot get on, or I am asking a GM to give me an email I can relay to my friend to file a petition.

Just as a suggestion, he might try calling his ISP and asking them if they can connect (or at least trace a route to that IP). That will at least tell you on who's end the problem is. --Vel

Your friend can petition by sending a mail to [email protected] explaining the issue and our customer support team will be happy to help.

Your friend has two possible problems here: 1) The EVE Online IP addresses are being blocked by his ISP. 2) His ISP's DNS servers do not correctly point to the eve online domains.
Potential tests to detect the nature of your problem: 1) try pinging or doing a traceroute of the EVE online servers by giving it the IP address instead of the domain name. If this does not work, then it is most likely not a DNS issue, and instead the IP address is blocked or filtered somehow.
2) Try using the OpenDNS DNS servers instead of your ISP servers. The IP addresses for the OpenDNS servers are: 208.67.222.222 208.67.220.220 If after doing this, you are suddenly able to use anything EVE online related, then it was a DNS problem.
If your friend wants to file a petition via email, be sure to tell him to use an email NOT located on his ISP's network, such as gmail or hotmail. ----------

A virtual machine is just as vulnerable to malware as a physical machine. Windows VM in Unbuntu can still get infected just like a normal Windows box. Why does he not just run Eve in WINE? Last time I checked, Eve WINEs quite nicely in Ubuntu. -----------------------------------
