Well, I wouldn't mind so much if rat/sleeper/NPC NOS worked under the same restrictions player character NOS worked (i.e. only drains the target cap as long as you have less cap than the target).

Neuts aren't restricted this way, and NPCs have more cap than we do in order to drive those neuts.

Haven't noticed that much changes in a c3 so far. You now bounce off wormholes if you warp to a bookmarked one at zero though.

any one knows about c5/c6 space? do they nos (like player nos) or neut me to 0GJ? How drastic is this new effect in c5/c6 space? how much do i have to care? thnks 4 answering!

The Neuting affect has not been introduced yet. Its suppost to be coming in the next section of the incursions patch on the 25th as far as I understand it with the sansha hordes

Neuting most definitely -has- been added/fixed.
Just ask my buddy, who normally solo'd C3s with his Proteus... and who is now in the market for a new one. He said his Cap lasted about 1min before he was toast. |

we tested it last night , a single sleeper guardian in a c4 was able to nos a normally 45% cap stable drake to 0 cap in about 6-6.5 min.

Confirming that Sleeper Neuting in C5/C6 is crazy bad. Nearly had a bad mishap but warped in extra triage carrier to provide moar cap. And this wasnt the harder Mag/Radar sites which provide all the mats for rev engineering.

NOS are not NEUTS
NEUTS are not NOS
Anyone who uses a "cap stable" fit for supposedly "pvp type" sleepers deserves to lose their ship :)
Logistics and cap boosters are your friend.
