My entry @ Eveboard is up-to-date. http://eveboard.com/pilot/Vendraen/
Anyway. I'm back from a long time away, and looking for skill plan advice. I'm barely able to fly Cruisers/BC's (Caldari). I'm not sure exactly what direction I'll be going in, but I'm sure there's some "general" choices I can train now that will make things more effective.
Basically - my skill queue is empty and that bothers me; what are good choices to skill up that'll make things more effective, but not be over-specialized, since I don't know what exact direction I'll be going in... ? :)

Until you decide what direction to take your character, You would be better off just training your core skills. The core certificates are actually viable. If you like BC's, BC to level V is a must. Pick one (and only one) type of weapons platform and train exclusively for it (for now); you can expand into other weapons systems later.

DRONES. Your drone skills are nearly non-existent. You can launch a single hobgoblin right now.
Skill up drones, skill up scout drones operations, get drone interfacing.
Drones are not perfectly general, but those skills will be helpful for nearly any race's ship that you fly. They are very useful for caldari battlecruisers - they can take out frigates for you in missions that your missiles otherwise have trouble killing. Drones are very nice on missions, drones are even nice when mining.
I don't really know how drones do in PVP, and I know drones are not great in wormholes, so there are places where they ar enot ideal.
You also can't shoot heavy missiles, which is very strange for a caldari battlecruiser pilot. You know a battlecruiser without guns isn't going to do much for you, right? Go fix that, pronto. Heavy assault missiles is what you'll want if you are a PVP kind of person, while heavy missiles are the PVE variant. You should also get missile projection, target navigation prediction, rapid launch. Your shield skills need some love, too.

Some choices for you to possibly decide on
In Check list format 1. PVP 2. PVE 3. Industry 4. Exploration 5. Mining 6. Planetary Interaction 7. Pirating 8. Trading
I'm sure I missed some but if you do some research into these things with eve search I'm sure you'll decide what appeals to you more than the other. Most can be combined together or all into one, dabble a little in all to get your feet wet and see what you enjoy. Until you have a goal it is hard to ask for advise on what to train.
Some core skills that will effect nearly every ship and ship fitting are below
Electronics -> More CPU Energy systems operations -> Faster Cap recharge Energy Managment -> more Cap Mechanic -> more ship structure Hull Upgrades -> more ship armor Shield Managment -> more ship shield Signature Analysis -> faster targeting Weapons upgrades -> use of combat modules
Navigation Tree comes to mind Drone Tree as mentioned by another
Best of luck and fly safe

Sounds like good advice; thanks!
Drone skills have been moderately fixed; will work on missile stuff next. Will let cruisers finish, though.

Is fleshing out the Cruiser/BC/missile type stuff a good idea? What other stuff should I look to skilling up to make everything better?
Should I start bumping stuff up to IV and V's (which tend to take a LONG time), or would it be better to skill up some stuff that's lower now, and thus will skill up faster?
Basically, looking for "best bang for time to skill" type advice. Also - is there a way anymore to increase skill-up speed, now that Learning skills are gone?

Whilst you regain your footing in EVE, you may wish to put your character into the flexible position of being able to handle most PvE and some PvP. In particular, strengthening your PvE ability will indirectly help any PvP ability by enabling you to generate isk. Of course, this isn't the only way of making isk - you may wish to do trading or science/manufacturing. If you do wish to do PvE:
As you are going down the Caldari route, you should think about doing level 3 and then level 4 kill missions. With experience you will then be in a better position to do wormholes and scanned sites. The most flexible caldari ships for missions are the Drake and Raven. Get your shield support skills up as high as you can (do show info on the engineering skills, only bother taking tactical shield manipulation to IV), and get t2 heavy missiles for the drake and t2 cruise and/or t2 torpedo skills for the raven. It will probably be always useful to have ship skills to V, in particular Battlecruiser, but also Caldari Battleship if you think level 4 missions will be your staple income source. Finally, do show info on the Social and Navigation sections of skills as many of these are worth taking to at least IV.

Which shield support skills are most important, and what level(s) are best bang/time spent with those? III, I'm assuming?

shield management is always a good one to do. Also shield compensation, shield upgrades. Base your skill plan on the ship you want to pilot and what activities you'd like to do with that ship. Go from there.
