My initial run-through was fine. Then, when the re-customisation option came up, I tried again and experienced the problem. A few times. What I noticed was:
(a) I needed to have HDR effects turned off in my visual settings (b) I could not impatiently alt-tab while it was loading. That would cause it to never load.
With HDR effects off and no-alt tabbing in the few seconds it loads I could access and update my portrait.

Same problem. - progress bar @ 100% then darkness.
In game petition gave me a "your machine is too old" - I didn't tell him anything about my machine.
He did offer to suspend my account to "allow me to upgrade my hardware" or a refund.
Since I "upgraded my hardware" about a year ago, methinks this guy is giving the easiest answer - "**** off"

Well, I got a reply from Tech Support on my petition. They are trying to tell me that it's my laptops Intel chipset that is responsible for the problem, to which I replied that since many here in the forums are having the exact same problem but are using NVIDIA and Radeon graphics cards, it is highly unlikely that the problem is my Intel chipset.
He also gave me a list of suggestions to try (for my Intel chipset, but should apply to anyone), most of which are already posted in my OP or here in this thread, but here is the list (Comments in parenthesis and italics are mine)...
- Install the latest available graphics card driver from either www.intel.com or your manufacturers site website.(Of course, change the site to your particular brand)
- Start Eve in Safemode or set Shader Quality to Low.
- Run the client in windowed mode (Alt+Enter can be used to switch to windowed mode when the client starts up for the first time)
- Disable power saving features for the Intel Graphics Chipset.(If you are on a laptop, you might want to try this.)
- Untick "Sun occluded by ships" in EVE's graphics settings.(Not sure what this has to do with the Character Creator but what the hell, I'll try anything at this point.)
- Install a Windows patch from: http://code.msdn.microsoft.com/KB961894/Release/ProjectReleases.aspx?ReleaseId=2067(Same link as is in my OP)
It is becoming apparent that they have no idea what is causing this. They are trying to place the blame on our systems rather than where it obviously is located - in the Character Creator code. I'd be willing to bet that there isn't going to be any help from CCP on this and either we figure out a workaround on our own or we're sh*t-out-of-luck.
I'm going to try the safemode workaround shortly and I'll let ya all know if it works for me or not.

So much for safemode and unticking "Sun occluded by ships"... still cannot access the CC. Seeing as how I've tried every suggestion found in the forums and those from Tech Support, as well as everything I could think of not mentioned, I guess my only choices are to find someone who has a system with the capability to run EVE that is newer (better graphics) than mine and who will allow me to install EVE on it (I don't know anyone personally who is currently playing EVE) or spend the money for a new system even though I am currently having a tough time just paying my bills (times are tough). A third option is to quit EVE and play something that actually runs according to the stated system requirements, but since I am currently paid up on two accounts through the end of March, this doesn't help me much. Would be nice if CCP would do something other than suggest workarounds found by us, like maybe actually figure out what in the code is causing this, but I'm not gonna hold my breath waiting for that to happen.

If you're on an Intel graphics chipset you're straight ****ed unless CCP patches the software to allow shaders model 2. According to valves hardware survey only about 5% of gamers use the Intel express graphics cards. How much cash is 5% of your total subscription count lost when you force people to update their eve char portrait and they can't due to being on an Intel based graphics card?

Still looking for a workaround that works. And I'd like to add that I'm fine with being a shadow figure for now.
Locking me out of the game for not being able to afford a new video card right now is absolutely ******ed however. That better change or I'll start a new webpage about how really gay the game called eve that I used to play is. I'm pretty sure my computer will work for that.

Confirming that I also use an Intel chipset and cannot create a character. I think it's disingenuous to call our systems 'to old' when they can handle Eve perfectly fine but simply won't load a single lousy one-time, purely cosmetic function that has no impact on gameplay.

For those of you that have the Intel chipset, it's probably not the only thing wrong. Apparently it affects a lot of NVidia cards in non-laptop systems as well. True, perhaps the Intel chip-set isn't compatible, but if that is the case, then a lot of NVidia cards are also incompatible (despite fitting the requirement for Shader3 support).
Which is what I find interesting, as well as annoying. CCP's silence on what the new system requirements are. Whether it's to play the game or do the Character Creator (which will become synonymous soon), just tell us. Basically, I need to know what I have to upgrade to in order to play EVE. Until that happens, I'm not about to spend money on something I *hope* will work on the chance it won't. And no, I don't have the money to afford the latest high-end gaming computer rig just to make sure. And in these hard times, I'm sure many, many other people are in the same boat.
If the standards have changed, tell us. That's all I ask. If it's beyond my reach, then now I know. Otherwise, I'm just guessing. Hell of a way to run a company when so many people have a problem like this that will soon affect their ability to buy your product, giving you their hard-earned money, and you don't address it. At all.
Just tell us. What are the new system requirements to play EVE.
Or does CCP even know any more...?

Don't know what your laptop is based on, but I can confirm with absolute certainty that it works fine with a Dell Inspiron 15R + vanilla Intel HD Graphics (H57 chipset, i3) + Win7. There were some initial CTD problems with it, but those seemed to be ironed out after the last patch. What issues remain, is the graphics fudging up when alt-tabbing, so the work-around is to run in windows mode.
Potrait creation can be run with the high shader option (SM3.0) but it's costly in terms of fps. You will need to temporarily reduce the EVE screen resolution to the lowest possible to keep it manageable.

Intel video cards are pretty fail. They have no RAM of their own, so they steal RAM from the same bus as the CPU, slowing both down.

I've already submitted a bug report, but I'll post a short summary here as well.
My computer is quite capable of running the character creator with a few settings turned down or off, but it cannot load the portrait design screen. The main error I noticed in the logserver is this: "High level shader PointLight failed to bind, so low level binding will fail"

I for one have all of the required hardware, and drivers to use the creator, it just wont work. This problem is within their code it is nothing further. I refuse to believe a quad core and shader model 3.0 card cant run the creator. To make it clear I have the same problem, freezing at 100% "Entering character creator"

It was exactly the same for me. Compounded 5 times for all my accounts. Windowed mode worked but covered up the "next" button:( 2 friends of mine still are unable to change their portrait one of them sugested that even if they could go on another computer and do it when the walking in stations comes around they probably wont be able to play without buying a new comp. They're just going to let their accounts expire untill the future when they need to upgrade for a better reason than just playing 1 particular game.

+1 to that, did a crappy alt and it didn't come out how I wanted and can't be bothered to make another 3 faces atm so I'll wait till I'm forced to do it

Cross posting with the other thread for visibility.
I also have the "progress bar stops at 100%" problem. As this doesn't impact game play, I wouldn't mind waiting a while for a solution... except that apparently this will prevent me from playing after the grace period. So I'd hope CCP considers the merits of just not pressing the button until this issue is fixed.

It seam the only workarounds we've got is to either buy new hardware, use someone else's box or use VNC to remote into a box that can actually use the new CC.
Hey CCP can I "leech" some cycle time on your super computers during downtime so I can have a pretty face too? (damnit)

I had all sorts of problems with the creator. And with my current GFX it's been virtually impossible to create it on hi settings as recommended.
Also I was extremely surprised to discover that the character I created on low settings, looks completely different in game and is no way comparable to what I was trying to achieve.

Same as u. impossible to go through second step portrait screen. I relooked my char and click "next " for second step of portrait creation and..nothing, waiting for 2, 4 , 8 hours (coomplete night). Only black screen with a circle scrolling bar in the middle. I petitionned and did any action that ccp advised. But no result.
In facT i think they dont have any solution. perhaps beCause they dont actually know what are our common software in order to detect the common failure. So please: give the cescription of ur PC system
My computer is enough sized and support the full high resolution of eve settings: PCI EXPRESS INTEL P4 3GHZ RAM 1go nvidia 6600 128mo with last update directx 90c with last update window xp pro 2002 sp3.

When the grace period is over an they force a changeover, they can give me a default 'portait' or I unsub...simple.

Ok this is wacked but it worked. I tried everything, twice, let the screen time out like 10 times and then tried the stupid hit escape when the character bar is full trick...and it worked. Dont ask why, i dont know. Steps, update your graphics card drivers etc etc. Click on your portrait to update it, let the bar go to full, i waited 5 minutes or so, hit escape, I browsed through all the menu options and read them, and instead of logging out exit the menu screen by hitting escape again and voila, create a character portrait. Like I said don't ask it doesnt make sense to me except that the reason it freezes is because it doesn't want to switch to the other menu???whatever.
