Lets face if unless a corp decides to travel to low sec or some one has found a low sec island that no one goes to your chanced of seeing a miner or industrial player are about the same as a frigate vs a titan. i believe there are a few reasons why this happens
1 Inability to fight back
taking the king of miners the hulk into account the most this ship can do to defend itself is launch 5 scout drones and then try and get away. which rarely works.
to that end the ships caring the equivalent of 3 fusion lasers, why cant we use them. every ship in the games was made with materials that where vaporized by these lasers so it kinda fits that they should be able to damage ships. while they do not have the range of most weapons they would be pretty high for damage. ill leave the actual numbers for discussion.
2 paper thin ships.
Why is it that a ship thats designed to get up close and tight with asteroids can be destroyed with 3 shots from most cruisers. now i know some ones going to say " but you should have fit for tank instead of mining" to which i would reply with a slap in the face. its a mining ship , mining equipment in the real world is build with metallic plating that rivals most military hardware we have. to that end i believe a hulk should be able to reach an EHP equal to that of a BC
so why make these changes, first if a player has a chance of getting away they will go to more places they wouldn't have before, second having a actual way to deal decent damage to attacks and the possibility of driving them off will increase the effect provided by #1.
foreseeable the only ones who would hate this idea are solo pirates, as pirate gangs would encounter more people hence more kills and the battle would be no diferant than 5 ships vs one BC the 5 generaly still win , while the solo ganker would find its prey can and will fight back due to no longer dieing instantly

I agree mining ships should be tougher and I have no problem with mining lasers being able to damage ships. That said, this won't bring any miners to low sec. The reason they aren't there is the same reason people don't go belt ratting in low sec generally. The risk far outweighs any possible reward unless the area is secured. And it's not worth securing for mining, you'd do it for other reasons with mining/ratting being a side benefit.

If the ship was the problem, then people running L4 in battleships wouldn't be dying in lowsec, because they're in a battleship, and a battleship satisifies your two corrective criteria, being 1 Ability to fight back and 2, not paper thin.
Maybe the pilot is the problem?

As a non miner pilot who would quite like to be a solo pirate..... I'd like to see this anyway. Watching a hulk kill something with strip mining lasers would be funny! :p

I am a miner by profession.
The reason nobody really mines in lowsec is because the risk-reward ratio is horrible. The ores are only slightly better, while the risks are enormously much bigger, and the rats much tougher.
If you want more miners in lowsec, the give them (us) an actual reason to go there. Mining under huge risk for marginal benefit is nothing any reasonable person will do.

I support this whit all my "playing" heart!! and the cargo container bomb.. I see these two as a call for solve the same problem. A miner needs some hay to fight back. We are now slow and week..turtle in a sea of sharks... Give us at least the turtle skin!! and a strong bite if they dear come to close! Miners of all levels and ages.. support these twoș!! Make the pirates runn for cower! the miners are one the mach!

The game mechanic of warping to a belt and firing up the strip miners is the core problem of mining in Eve. Change the way that works and mining will evolve.
