Curious, what role in game is a GM? I am assuming it stands for Game Master as in other MMO's.
Are GM's employees of CCP?

Thank you for that. I have read that and it's a bit vague as to if GM's are actual employees of CCP. I know that ISD's are volunteer players.
I guess I should just ask what I am trying to find out.
CCP employee or not, does anyone know if a "GM" can make up new rules for the game on their own? Does CCP allow that or if one is caught doing it should the GM be reported to CCP somehow?

That would be something I would petition to find out. I do not believe that GM are given a carte blanche to change the overarching rules of Eve.
Also:

Okay thank you. I am not so sure about that statement as ISD's are "staff" but they are not employees, they are volunteer (players / users).
It appears as if a "GM" did in fact change the entire rules for the entire game in every area of the game and then enforced his own rules. Somehow that doesn't seem right as that would make the game completely unfair.
Okay, I guess here is the best way to ask this;
Do GM's have supervisors that they can be reported to without a person having to fear retaliation by the GM that created the new rules?

A GM doesn't set the rules, s/he merely enforces them. The rules are set forth in Terms of Use, End User License Agreement, Terms of Service, Chat Rules, Ban Policy, User Policy and Reimbursement Policy. THe main "rule" which gives CCP the most leeway is the rule against exploiting. Exploits are using game mechanics in a way that they were not intended. I have a strong suspicion that the devs who create the game mechanics are the ones who determine "what was intended". Please note that there is a fine line between "unintended" and "intended, but unforeseen". For example, POS bowling was "unintended", because POS shields were intended to keep out player who don't have access to the POS (via permissions or knowing the password). However, jetcan mining is "intended, but unforeseen". Jetcans were intended to have a large capacity and for you to be able to put items inside and take them out. Them being used for mining was unforeseen, though. Likewise, scams are permitted so long as they are done via game play mechanics. I.E. advertising that you are selling a Raven Navy Issue when inside the contract a Raven is listed instead - is permitted. However, doing a trade in station, and then taking advantage of lag to quickly change the contents of your trade AFTER the other player has already accepted is an exploit, because the trade mechanics are meant to "reset" the agreement if any changes to the trade are made.
If you believe that a GM is abusing their powers, you can contact CCP's Internal Affairs: [email protected]
Please note that if you want an investigation, you will have to provide solid evidence in your email. Also note that petitions are NOT a method for contacting internal affairs.
If you believe that a GM has mishandled your petition (e.g. you believe that the GM's explanation is unsatisfactory or that the GM is simply incorrect about something), then you can escalate it and the petition will go to a more experienced GM.

Just to be clear, GMs are CCP employees (or in some cases employees of subcontractors).
Though GMs don't make the rules, they do decide if you broke them and you should listen to them. If you disagree with a GMs decision, you can ask for your petition to be escalated to a senior GM, who will then look into the case.
Internal Affairs should only be used when a member of the CCP staff has abused his/her position.

GMs are paid customer service staff. I think CCP used to contract it out, but now have in-house customer service (GMs).
ISDs are player volunteers that don't have all of the special GM powers. afaik, ISDs can self-teleport, mute people in help/rookie chat, and force convo but that's about it.
GMs have reimbursement powers, can access account information and server logs and other stuff that helps them fix stuff. ISDs don't fix stuff, they answer questions and write news articles.

Before you waste everybody's time, and clog up the petition system even more, why don't you give us some idea of your issue, I am willing to wager that this is simply a situation where you didn't understand a game mechanic/didn't get reimbursed etc etc, and that there is no shenanigans on the part of a GM.
BTW, It was patently obvious from your first 'innocent' enquiry about the role of GM's which way this thread was heading, just as it is obvious that your going to turn out to be in the wrong.

Our GM's are employees, they work in our Customer Service department and are kickass. Here they are doing their thing.
