Adding bubbles (of various kinds) would let people cordon off and defend a section of space more easily, so it would be a buff from that perspective. It would also drive away people who enjoy the risk-free travel a bubble-less area provides, which would make it a nerf at the same time.

Assuming this isn't a troll, any change to low sec that would make for easier kills - such as the aforementioned interdiction bubbles - would only have the effect of making players crowd into Hisec even more than they do now.
Lowsec doesn't need nerfing, it needs boosting somehow to encourage more players out there, while not exceeding the risk/reward available in 0.0; how this would be done I have no idea! lol

Lowsec will never be clear of Pirates and therefore never safe, there will always be people trying to gank you.
I live in nullsec and if I am honest I fear Lowsec an awful lot more, would never dream of running a mission or plex there. This is caused by pirates!
I would suggest something like missions that require you use a pvp fit or targets in lowsec that require a point or scram to kill them or they warp away, such targets would have a chance of dropping very nice loot and maybe escalate to better sites.
Just a thought :)

to nerf it more just make all the things everyones been asking for, worse.
make it less profitable, remove good ores, remove BS and BC rats, make sec hits FAR stronger take all sentrys away, add bubbles, re-enable DD, take all static plexes and remove wormholes from low sec completely.
yeah that would be good and fun.

There is just one way to bring more people to useless-sec: make it more save Either by CONCORD or by player control.
Like it or not but it is as it is.
Allow bubbles wouldn't be good as you would get all toilet-sec without the need of aktual building outposts PLUS you get the bonus of missions. Just cover any station and gate in a system with bubbles and you are fine, system is yours. All you need to fear then are covert-cynos which bring you the pain of cap-fleets.
Way to go is: - gates and stations are protected by CONCORD like in highsec - belts and mission areas are slightly protected with low-damage CONCORD compareble to the 5-10 man Incursion Sanshas So a well formed Pirate fleet of 5 to 10 man still can gang in belts/missions but not camp stations and gates.

BUFFing the rats would be nice. Increasing the SPAWN rates in Low Sec asteroid belts would draw more ratters in and increase PVP opportunities, create the usual trickle-down effect on market demands for ships, mods, etc., etc..
Spawn rates were buffed in 0.0 systems a couple of years ago, so not like it can't be done.

Low-sec is just fine. I'm getting tired of people trying to ruin lowsec with their dumb suggestions about how to overcrowd it, the average 0.0 system is a lot more barren than lowsec is anyway.

tripple the damage from sentry guns, and make their range 249km. and make it impossible for carriers to use rr in low sec. those stinking pirates are ruining my game in ways that i want to quit this game

- Add covert cloaks to haulers
- make frieghters be able to cyno
- dont fix the cloak mwd trick even after years of complaints.
- keep the lvl 4 cash cows, let the lvl5s stay in low sec with a lower rate of return per hour per pilot and higher risk
- dont fix frieghter log-off-ski
- bring in more covert cloakers, meaning you need an inty pilot on the gate - who then cant enjoy shooting things.
- Buff HP and Nerf Webbers. now need fast scram and tripple webs
- dont add high-end ore to low sec
oh - wai...
All this means any passing pilot with half a brain can do just that - pass through, on his way to 0.0 to plex/mine/ratt/bott, or on its way back to highsec after cynoing to the station and warping to the gate at 0 with the 0.0 grinded loot or to get back to highsec to mindlessly run level 4 missions.
hurmm.. you could buff gate guns, and bring in faction police to hassel the dirty pirates at the safe, remove the 1 BS rat you see in every 10th system too.

or invent a game mechanic where players can sign up for concord duty in lowsec, be provided a free concord ship that has locks on the guns so that they can only fire with the same aggro mechanics that concord uses [eg. they cannot be used for ratting, or missioning, only for deadly response to player agression or <-5 sec status], and set players loose.
pirates in lowsec would get more targets and lols fighting player-concord, while anti-pirates get some sense of satisfaction trying to keep travel lanes protected, and provide false sense of security for other travelers to venture deeper into lowsec to risk regular ships.

I always thought low sec should have random Concord patrols. The chance of getting Concorded having a sliding scale of intervention receding the lower the system security. Something like 20% for 0.4 and 5% less for each lvl below that. Also, I think it should be made legal to try and avoid Concord in low sec, after all they're pirates.
That way we might get more people to go into low sec, and pirates might think twice before they pop a hauler for fun, and the pirates also have a chance to escape.

I agree, concord should be implemented in low sec asap. pvp should be in 0,0 and in low sec only faction warfare members should be allowed to pvp, and only against each others

good idea Army, AND if they didnt want to pvp -like if they had a bad day and didnt want to risk their stealth bombers- they could knock their pvp flag off too. Keep em coming lol

I think the ISK rewards in lowsec are fine
Planets have very good extraction rates for PI, on average for a high abundance spot, I can get 240ish a head, and even on a rubbish spot the very least I've seen is around 70 which is a lot better than high. Not to mention the planets are barely used so no problems with depletion or competition later on.
Belt rats are so-so with some BS spwans for 800k hardly 0.0 worthy, but logistically a ton easier to bring the loot home, while they can easily be done in a assult frigate, its impossible to be caught if your using the directional properly
Plexs and exploration sites, they could do with a tiny bit of a boost, esp. the Radar, but the combat sites themselves are damn fun, once again a keen eye on directional is needed, and personally I run as many as I can in an Ishkur, fast to get out, and nearly impossible to catch on a gate
Mining, well the ore is there, but be on your toes at all times and aligned to a station, pirates are a bit of a pain, but with a bit of teamwork, doable. Not really worth it tbh.
Mission Running, Lv5's and very high quality lv4's the big thing is the sheer LP and ISK jump that lowsec seems to give, also the Faction Warfare missions are insanely profitable.
As far as im concerned, its a great place.

It's low sec not no sec. Why shouldn't there be some sort of Concord presence?
Tbh if Concord never goes there why not just make the whole of low sec 0.0?

Maybe. It would certainly change low sec. I like the idea of making low-sec more 'conquerable' but at the same time it may make low-sec travel completely gimped. Solo plexing in anything but a T3 in low-sec would probably die.
Perhaps it could work like...
- 'Dictor bubbles only (not mobile disruptor bubbles) - 'Dictor will take heavy gate/station aggro - make it difficult to perma-bubble. - Fleet members on grid (maybe system? or that enter bubble?) get aggro / jump timer. - Spheres do not catch pods or have a minimum sig radius they can 'catch' - goes down with system-sec.
