yes, Insurance. The magical Isk faucet that hides itself due to it not being profitable.
Insurance, like it or not, is a problem. The idea is nice and I like the Idea of it. however is execution is horrible for the ingame economy.
(TL;DR Below is explanation of why its bad. if you already know skip to bolded title near the bottom)
Now alot of players may not see the problem with insurance, because its not profitable. What I mean by this is, of course, losing a 200million isk ship and getting less than half back.
Now how is losing money part of the largest isk faucet? Well, Isk faucets are any feature of the game that create isk out of thin air. Missions, Bounties etc. Now these two above are widley known because everyone uses them to make Isk. However, a single large scale fleet battle where hundreds of ships are can instantly generate Billions of magical free isk. this is faster than another isk faucet. (thanks to insurance adjustments in the past this cant be exploited for profit, but it still creates loads of isk)
The main reason it is not seen by many as a major problem is again the profit factor. If level 4 missions can make me 40 million isk an hour, and blowing up my own ship loses me Isk, then surely the missions are the bigger faucet.
Wrong. You misinterpret what an isk faucet truly is. Most of mission income is loot, salvage and LP. all of these are not isk faucets and the only things within a mission that are, is the direct Isk payout from the agent and bounties collected, which in comparison isn't as high as your 40mil an hour figure, when you total your loot/salvage into it.
Complexes and anomalies are a huge isk faucet too. probably on the same level as Insurance. I'm not gonna deny they need to be looked at.
Proposal
I think insurance payout should be affected by several more factors. One is by the players Concord Security Status. SCC is a branch of concord I believe so individual standings to any faction shouldn't matter. however if you are a most wanted (-5.0001 or less) why would Concord pay you?
1.) Your insurance should decrease its payout the lower your security status. (RP nonsense: If you are reckless, Your insurance company is going to increase your deductible. its a part of life)
2.) Your insurance payout should decrease depending on the sec status of the system you are in when it is destroyed. (RP nonsense: again, if you live in dangerous areas, the risk is greater and the insurance will either A: charge you more or B: increase your deductible)
2.A) 0.0 Should have no insurance. (explanation below) (RP nonsense) SCC is made to work within cooperation with the four major factions in low and high sec space. they have the infrastructure to do this. However 0.0 is sovereign territory of capsaleers, SCC doesn't belong out there)
2.A,1) Purpose of this: A single large fleet battle with hundreds of ships lost instantly produces Billions of magic isk. and is the single largest influx from a faucet in the game at this time.
Conclusion: Either Option 1 or 2. would help the faucet I think. 2 more than one by far.
As I said at the start, I like insurance,it helps people not take a hit so hard which is good at times as it increases people wanting to fight.
But the method of which it is done needs to be revised, and I cannot think of a way to make insurance Not and isk faucet and still maintain its current or close to current level of "oops" coverage.
Side note: I am part of one of these 0.0 entities as you can see over there <-- MH. And I dont participate as much as alot of people do in these large fleets so I will concede the point that these changes wouldn't impact me as much as it could others.
That being said, I might have a little bias in this post, however I am sure other opinions will be voiced.
