Can you guess what it is?
How many T2 painters does it take to hit a frigate for the same or more damage as a cruiser.

Depending on your skills at: 1)Target painting 2)Signature Focusing. 3)Depends on which ammo you use and what your tracking speed, scan res, etcc.

Taking it you want say, incursus (44m sig) to become a thorax (140m sig)
T2 target painter blooms signature by 37.5% with perfect skills,
Signature with 1 painter: 60.5 Signature with 2 painter: penalized to 87% - meaning T2 TP will bloom by 32.62% = 80.2 Signature with 3 painter penalized to 57%, TP gives bloom of 21.375% = 97 Signature with 4 painter penalized 28% bloom of 10.5% = 107.4
Any more painters is a waste of time and fitting unless its a stealthbomber fleet. Works much better on shieldtankers, naturaly.
Sneak edit: this is raw math made with windows calculator and poor understanding of the mechanics of the target painters. Do not take this as solid facts. More like a good guess.
sneak edit 2: To get a incursus to a cruiser sized signature, you need a 3 painting bellicose / rapier.

on a related note, Light and Medium TP Drones are completely worthless because of stacking penalties (5 lights pretty much has zero effect)

Don't forget the lowly Vigil, it's just 5% per level, but still quite useful for such a cheap ship. Or, the Hyena, but that's probably too expensive for this purpose, and you'd mostly be better off with a Bellicose instead. Golem also gets the nice TP bonus, and quite a few mission fits do have one or two TPs in it... but hellishly expensive to use just for such a purpose. _

On a sideways note, won't webbing the target to zero velocity (or otherwise getting transverse to zero) allow turrets to always hit inside of optimal regardless of target size?

Only if those shooting at the target also stop moving, or otherwise sync up their movement with the target.
Minimizing angular velocity is an effective tactic when you have worse tracking than your target. If you have better tracking than your target then you want to maintain angular velocity so that you can minimize the damage that you receive and could benefit by increasing the difference in tracking to increase the difference in damage delt to damage received.
Therefore, webs are more effective for larger ships shooting at smaller ships. For ships shooting at targets their own size, target painters are very effective at enhancing a tracking advantage. Smaller ships generally don't need more of a tracking advantage over larger targets, but you can further enhance any tracking advantage using target painters.
