If it's a static complex with a beacon showing in the overview, it should respawn the NPC's in about an hour or so.
If it was found by exploration or was an escalation for completing an anomaly, it won't respawn any NPC's and the whole site will despawn after the main Overseer NPC or Structure is destroyed.

hmm im not sure what u mean with anomaly if i understand right in 1st room , npc wont spawn if in last room overseer or main building is not destroyed ?

Rofl this is main site on Eve Online but im still new in game and dont know alot for game ... and ask for help

OK, the link I posted above says that it's a 'Static' DED Deadspace Complex which means that it's in a fixed location with a beacon showing in the overview allowing all pilots access to it.
Those 'Static' plexes will respawn NPC's and structures in each room about an hour or so after they have been destroyed. These sites used to be and probably still are camped a lot by other players looking to get Faction loot from the main Overseer.
Completing a Cosmic_anomaly has a small chance to turn into Escalating_encounters with the location of a hidden DED Deadspace Complex which also can be found by doing exploration Probing . These are like the 'Static' plexes except that they are not public with a beacon showing in the overview and they don't respawn NPC's and they will despawn after completion.
Since you're new to the game, I suggest completing missions for all of the Career Agents to get a good idea of the options available to players in the Universe of Eve. Dominion_New_Player_Experience gives an overview on each Career Agent and lists how to find them.
Evelopedia has a lot of Guides and information.

Do any of the low end anomalies escalate to the 2/10 plex? I've never seen it but I suppose I haven't run that many of the low low end anomalies either.
It would have to be Burrow, because Hideaway escalates to 4/10.

Low level anomaly's in high security systems are always fun.
I was just trying to cover all the bases for the original poster.
I haven't dealt too much with the Guristas Anomaly's so I really don't know what they will escalate to or even if they will. In fact, most of the Anomaly's I've done have been Angel and Sansha.
I don't think the Angel Anomaly's will escalate, hasn't done it for me yet even though I've gotten a lot of Faction NPC spawns. Mostly they drop Faction ammo but every once in a while will drop a Faction Module.
Sansha Anomaly's will also spawn Faction NPC and can escalate to the 3/10 DED Complex - Sansha Command Relay Outpost. I've always had good luck getting Faction loot from it.

As for the other Pirate Faction Anomaly's, guess I should take some time and check em out.
