So, we have a "police" faction supported by all four empires that has access to Jovian technology that is thousands of years ahead of current empire tech. Yet, there seems to be no seepage what so ever of said technology, when it is pretty obvious that everyone would like a piece of that technology.
Who, and where, produces these ships? Who crews them? Who maintains them? All these people must have knowledge of Jovian technology.
Short of all ships being produced in a fully automated, fully self-sufficient base, and all ships being completely autonomous, and the system controlling these ships and facilities also being completely self-sustaining, I can not imagine any reason why CONCORD's tech did not get into the hands of the Empires.
What does the fluff say? Or what do you think?

they fear jovian reprisal? who is to ay they have not go tther ehands on any jove tech, they probably find lots of tech does not mean they knwo to how to make it, some of them thinsg may require decades of study to reverse engineer.

You can't make sense of CONCORD. I mean...If you take a lot of drugs and hit yourself with a mallet a few times perhaps then, but...Really don't try to comprehend that which is fundamentally nonsense (yet on a basic level it works well enough to keep EVE going).

Concord was tankable at one point. It made for unusable game mechanics, so that had to be changed in a hurry. It had nothing to do with Jove tech or lore. Not everything fits in lore.

Even a group of renegate slaves have their seat in CONCORD , so don't expect any competence from it.
The amarr fleet was annihilated by a single jove ship. Taking out a few fighters in that battle does not mean the amarr did anything worthwhile.

In terms of backstory, CONCORD makes valid sense when you look at it from a character's point of view.
It works in a similar fashion to the UN does in the real world, but to a different and more elaborate end.
Its a collaboration between all four empires and their sub factions in order to maintain a fundamental set of rules of engagement and a basic legal system that gives a framework for co-operation and cross trading between the four sovereign powers.
Effectively it operates as an oversight committee to make sure that laws are followed, people are taxed and the empires are checked and kept in line. At the same time it acts as a forum for the empire to bring their political differences to the table for discussion, debate and resolution.
Them main arms of CONCORD are simple, and they're all in Eve's Wiki and mentioned throughout prime fiction in detail if you go looking for them.
The breakdown is simple :
As a whole, the organisation is knows as "The CONCORD Assembly" (The Consolidated Cooperation and Relations Command Assembly). When broken down it comes apart into the following four divisions :
CONCORD
CONCORD, or CAD (Commerce Assessment Department) itself is the administration and legislative arm of The Assembly. It deals with all the legwork, paperwork and the general day to day oversight and operation of the organisation. It also contains the whole court system and all the legal and political staff that deal with day to day issues and policies.
In character, this part of the Assembly also houses and liases with the ISD (The Interstellar Services Department):
> Communication Relay Committee (ISD CRC - Now Eve's Community Team), who monitor and moderate the cluster's fluid router and FTL Comms systems. > Support, Training and Resources (ISD STAR), who assist new and upcoming rookie pilots. > The Yulai Archives & Record Repository (ISD YARR), who keep the books and records, and write history as it happens. > Equipment Certification and Anomaly Investigations Division (ISD ECAID - The Bughunters), who monitor and research space and the environment. > Interstellar Correspondants (ISD IC), who act as a global news network that covers the whole cluster, kind of simiar to Reuters.
DED (Directive Enforcement Department)
The Directive Enforcement Department is basically the space police force of The Assembly. It deals directly in pursuing and apprehending criminals, and is there to police and monitor the space lanes of New Eden. When you get CONCORDOKKEN'D, these are the guys who just ass-humped you.
Its jurisdiction is limited ONLY to space, and it has no say or ability to act dirtside (planet side) in any of the empires unless permitted and authorised to do so by the sovereign power there.
It also houses CONCORD's special forces unit, named Special Affairs for Regulations & Order (SARO). This is one of the toughest police units around and they're notorious for their brutal but efficient, methods. TheyÆre mostly used in hostage situations, for assaulting of heavily armed pirate havens, and similar kinds of dirty tasks.
Secure Commerce Commission
The SCC regulates and monitors all financial transactions that take place on stations via the SCC market. It has agents on every station in New Eden that monitor and oversee the markets there, and liaise with the the customs division of whatever sovereign power is in charge. (in 0.0, there often is no customs division). Basically the SCC is responsible for overseeing and taxing everything you buy and sell, and also offers courier and escrow services to and from your hangar and the market to make your transactions smooth.

Inner Circle
This is the most interesting part of the Assembly. Think of this as being akin to the UN Security council. This is the leadership of CONCORD, and where all the policies are decided on and discussed. It's usually very closed off to the public. In the early days of CONCORD the members of the Inner Circle used to be nominated as representatives from all the empires, but now they rise through the ranks of the Assembly to the top, to prevent bias toward any one of the four empires and keep the loyalty on CONCORD itself. The Inner Circle oversees and decides on CONCORD's direction, and basically runs the show. It also hosts a diplomatic forum for ambassadors from all the soveregn powers to come forward and resolve their differences and political misgivings.
CONCORD has access to everyone's technology, including the Jove, and the whole shebang is overseen and regulated by the Yulai Convention, which was signed by all of the empires and dictates the founding principles and responsibilities of CONCORD.
CONCORD is so ingrained in New Eden's society that even the Date that we use is influenced. The current year in Eve is 113 YC û 113 years since the Convention was signed.
In relation to CONCORD having access to Jove technology, while secretive, the Jove aren't an ôunknownö in New Eden. One of their corporations, Impro, has offices around the cluster and actively trades outside of Jovian borders.
Ishukone have also benefited heavily from Jove technology in the past, and every single capsuleer in New Eden is only flying the way they do because of Jovian influence û your capsule is Jove derived and based technology that was handed down to Ishukone by the Jovian Directorate a few years before the breakout of the first Caldari-Gallente war.

Those are DED officers, not the CONCORD you have in the empire, they don't have the same equipment.

But there has been the Matari raid in Yulai if i am not mistaken. If the highsec police ships are canon and not just game mechanic, how did the Minmatar not get slaughtered in the first minute of the engagement?
The news that day stated that there were massive concord fleets battling with them over that station.

I would like to see a change in the back story for CONCORD.
Namely that their ships carry special equipment that interferes with a pod pilots ability to control a ship, leading to modules offlining ramdomly with all modules offline in a matter of a few seconds dependent on system sec level.
This is partially already the case, when you get conconded they gradually nerf you drone control bandwidth until all your drones are useless
Tone down the god like DPS of Concord, in return for a system that leaves the target dead in the water, and dying a slower but more.. ahem "realistic" death. End result is the same.
More Concords would arrive to nail a particularly stubborn target
