TBH there is no player action short of hacking my account or finding out where I live and murder death killing my budgie that would drive me to file a harassment petition. Its a game. Its affectionately known as Space Bastards Online for a reason. If you can't take a good fisting without having to resort to telling tales, seriously, you're in the wrong mmo.
I always congratulate peeps on their kills (of me) and I always laugh about it. Ideally with them. I think most people do tbh. Why the minority of sore losers, pathologically deranged aspies etc. have to keep setting the tone I don't know.

This looks like a classic drama queen not giving context on a ruling.
For instance if you pick some random dude and decide to pumb him for an hour for no reason its probably going to be called harassment.
Or if you go in a noob system and give people a hard time its going to be called harassment.
I can think of other situational times when it would obviously be harrassment too.
I have seen nothing indicating that bumping it sself is wrong.

Bumping people simply to grief them, is not. (aka: perma bumping a freighter so that it cant warp, bumping hulks out of mining range of asteroids...)
((EDIT: And I mean, I like to throw together a 100MN harby brick and send people flying from time to time too, but just remember that if it actually disturbs their gameplay, its griefing))

Not so, as long as you are doing it for valid reasons. We had a contract a couple of years or so ago to shut down all mining in Hedion. We did a little ganking, but mostly, we just bumped people out of mining position. It was pretty dull, but it was not griefing. It was legitimate use of in game mechanics for in game gain (our contract payout). Context is everything.

I do this all the time.. but with purpose. I don't see how it is harrassment, as I'm not doing it to be an *******. I find it to be a good way to test a miner if it is macro or not.. follow them to belt, bump'em out of roid range with mwd/plated cane.. wait and see what they do. I get people mine semi-afk.. so I wait to see if they move back in range eventually and/or say something to me, especially if they talk I apologize and leave them alone.
If they sit there.. then eventually warp back to station quietly within the average timeframe of a maxed hulk with T2 cargo-lows/rigs needing to fill. I'll follow them again and see if same result.. ta-da, likely macro-miner. Petition + Tempest time.
I suppose its all in how you use the mechanic.. as was stated, doing it just to be a prick over n over would fall under the bumping/ransom tactic that used to be used on freighters. ---------------------------------------- Treat the EVE markets like you are its Pimp.. it is your 'willing' employee to fondle n use n abuse as you please. |

Actually it's a macro corp who now want to play with the toys their macros bought, however they have no idea how the game works.
So even with their mountains of isk the only tactics they'll play are things like 24h exploit wardecs and they like.
This guy bumped them to encorage mistakes from these noobs (and to upset their macros)...... and they petitioned it like you'd expect from idiots.
