The OP asked for effective, although there's a lot to be gained from more training, even at low SP the drake in gangs is effective.

Edited by: Dr Sheepbringer on 16/03/2011 10:23:08 Fastest to train so it has to be a frigate. Rifter and then perhaps a interceptor, but even those need some skills to be "good" at what they do, but rifter is a good place to start. As a "profession" it would mean tackler.

Eh, I'd go with the T1 cruisers, honestly. Which specific cruiser would depend on your play-style, but they're all quite functional even with no skills at 5 whatsoever, whereas the Rifter isn't all that great until you have t2 guns... and frigs in general are mostly suicide tackle prior to t2 modules being applicable.
BCs are sort of the work-horses of PvP and have the highest flexibility, but they suffer the same requirement of pretty decent skills to tip the effective:cheap ratio far enough to the left. ---

Like anything else in the game, you will need quite a bit to fly it well. But it is quite useful at low sps.

Hurricane has more firepower, maneuverability, cap, speed than harbinger. Plus all types damage. Harbinger has more EHP.
Also: Hurricane >>>> Drake.

All they need is basic navigation skills (not too much SP) +bit of weapon sp + ship skill. These are very common and useful PVP (gang) ships, and fit will with most gangs. Even the combat interceptors don't require a ton of SP to utilize effectively.
On the other hand, while this class doesn't require much SP, they do however require the most amount of piloting skill to use well.

T-1 Ewar frigates I'm thinking mostly of the Griffen or Crucifer are surprisingly effective and a quick study, though they do get better with more e-war skill training

Dunno. 40ish seconds of cap seems a bit light unless there is plentiful secondary tackle.

I used to get the nubs in FW to fly these when I was FC so I would have a pack of 20+. Like the red army casualties are to be expected but they are so cheap it just doesnt matter
