As far as CPU, Cap, Powergrid, and the ability to fit T2 mods (Including Missiles.) what are the Must Train to V and Must Train to IV skills?

Without more details the best I can say is racial [ship class] 5. If you plan on flying it a lot, get it to 5 ASAP.

I figure ship type as you said needs to get to V to unlock the T2 ships of that class.
AND once I have mechanic, energy management, electronics and engineering to V I'm pretty much alrighty as far as cap, power grid and cpu. As well as some of the skills that decrease cap/cpu/power grid requirements of the various mods, which I can now identify through evemon.
if I understand right the skill that the category is named for should be trained as high as possible depending on how much use you are going to make of that category.
And than for missiles I need to get missile launcher operation to V to unlock the various missile specialization skills to get the T2 variants of any missiles I might want.

I suggest you look up the various Certificates in EVEMon, the Core Certificates are nothing but useful support skills for example.

Evemon your fittings your have in mind...see what it says you need. Most will be 4's. some will be 5'. for the 4's, look carefully at the bonus's the level 5 train you gets you. Time sinks a personal choice, wiegh the time to get that bonus and see if worth it for you.
Lv 5 skills are also a real case by case basis. Go for the easy one. Weapons. Some races need AWU 5 to fit full t2 highs. some don't. I am at AWU 4 on a caldari combat char...does me fine for all my ships (personal fits and fleet fits from 2 alliances I was in). AWU 5 not a top priority for me for quite some time. Others...might really need it.
EFT will help with picking fitting skill level 5's..download it if you don't have it already.

Thanks for the feedback all.
@Mashie I looked the certs up and I am going to use them as a guide for my skills.
I also downloaded EFT and I'll get good use out of it too.

Any skill that affects every (or almost ever) ship you fly should be trained to V as a priority.
Every Shipskill is pretty nice training to V.

Basic fit skillz: Engineering 5 Electronics 5 Weapon Upgrades 5 Advanced Weapon Upgrades 4
For capacitor, you particularly want: Energy Management 5 Energy Systems 5
There are a few other skillz I consider "must train", but the above six are a good starting point.

A wise pilot once told me, focus on getting all the skills with 'upgrades' in it to 5. Once you have those (and their pre-requisites), or a goodly way towards getting the main ones that you are already sure you know you need, you will know which skills are the most relevant.
