I am having some difficulty with skills, the associated attributes and ranks when it comes to training.
My attributes are:
Intelligence:28 Perception :22 Charisma:18 Willpower:17 Memory:17
So by this I assume that my main attributes are Intelligence and perception, therefore training will be quicker on those things that list intelligence as a primary (or secondary) and perception (as a primary or secondary). And these training times are displayed as rank. 1 being the best for your attributes and 5 being the worst, the rank affecting the training time.
With that in mind I am confused as to why some skills are ranked as they are.
For example, corporation management ranks me as 1, its primary is memory, its secondary is charisma, and training times are:
Lvl19m Lvl244m Lvl34h, 13m Lvl423h 52m Lvl55d 15h, 5m
Now another example is acceleration control, this ranks me at 4, its primary is intelligence, its secondary is perception (which IS my primary and secondary attributes) however the training times are longer
Lvl125m Lvl21h, 59m Lvl311h, 15m Lvl42d, 15h 41m Lvl515d, 14m
I donĘt understand this, it is using my primary and secondary, why is the training like much longer than the skill that doesnĘt even use my primary and secondary.

The higher the rank, the longer a skill takes to train. Rank 4 skills need 1000 SP for level 1. You get do skillpoints in acceleration control more quickly than you do in corporation management, but you need 4 times as many to achieve each level, so they take longer.

So rank is just how complicated the skill is to learn? do my attributes have any bearing on the time taken to learn anything?

Rank is a multiplier for how many SP are needed. Rank 2 skills need twice as many SP as Rank 1 to increase a level, Rank 3 skills need three times as many, and so on.
Stats determine how quickly those SP are generated. The formula is PRIMARY + (SECONDARY/2) = SP/minute.
Your corp management skill trains at MEM 17 + (Cha 18 / 2) = 26 SP/minute. You need 250 SP to reach level 1. 250/26 = 9.6mins
But your acceleration control skill trains at INT 28 + (PERC 22 / 2) = 39 SP/minute. You need 1000 SP (250 SP x Rank 4) to reach level 1. 1000/39 = 25.6mins

i see, so i can reduce the training time by matching the correct primary/secondary to the skills I want to learn, and it will essentially increase the SP learn per hour reducing the time that way... so the rank never changes, just the SP and SP per hour learned

Correct. However I would advise you not to become too obsessed with minimaxing your SP rate. Some skills are suffiently useful that it is still better to get them early even if they dont match your stats. Basic drone skills are a good example here; very few people will have a MEM/PERC specialisation, but being able to use T2 light/medium drones is a huge advantage even for fairly new players.
