Ok so I've only been playing for about 2 weeks(ish) but Ive collected a bunch of NPC "tags" some from pirates and some from navy ship kills, while Ive been running missions as well as ratting. Many people tell me just to sell them, but I wanted to confirm that there is no other use for them before I sell them?? They are not turn in type items for anything ????

They are, but not for someone at your stage of the game.

IIRC, the only two uses are for army NPC corps buy orders (the only difference from player orders being a relatively fixed sum and 1-year duration orders) and as required items for some COSMOS agent mission completion (which is why some people buy them at all). _

Both Navy and Pirate NPC tags are 'turn in' items so it's best to save them for future use.
Navy NPC dogtags are used to get Faction items from Loyalty Points Stores. http://wiki.eveonline.com/en/wiki/Loyalty_point http://www.ellatha.com/eve/LP-Stores

Yeah.
Loyalty Points are given out by NPC Agents for doing missions for their NPC Corporation. It's kind of like Brand Loyalty ... where you mostly buy a certain tooth paste or certain make of car ... like that. Do a lot of missions for one corporation and you get a bunch of loyalty points for being a good ... mission runner ... for that corporation.
So you can go to the Loyalty Point store in any of that NPC Corporation's Stations - and look at the items they have. They've got everything from ammunition and implants to ships.
Typically - you are required to turn in certain combinations of things - such as a T1 ship and a bunch of dog tags - ALONG - with the loyalty points to say get some faction battle cruiser.
So saving them is of some use.
Your problem there - is that the thing you want in the NPC Corporation Loyalty Point Store may require better tags than you've got. So if you've got a bunch of tags for privates and they want tags for majors (or something like that) the tags for the privates won't do you much good. As a new player - you're probably getting tags for privates and sargents which are only going to be good for some small item like ammo or something - which you may or may not want to be spending the Loyalty Points you're accumulating on.
Now for the Data Center Agents - the problem with those guys is they give out missions like "bring me back a dozen or two pirate tags" or something like that - and - you're not even going to be able to get that many tags in the time allotted - especially from ratting - so you'll have to buy the tags to complete the mission.
Anyway - they aren't worth that much trying to sell them - unless maybe they're really good ... in which case you may want to keep them. I just let them pile up and have all my characters turn them in and keep them all in one spot - so if anyone of them wants to buy some stuff form an NPC Loyalty Point Store ... I'll have some.
Mostly - to get the good stuff from the Loyalty Point Store - you'll either have to buy them - or be running higher level missions.
So, you can sell them or keep them. It's up to you.
One other thing to look at though - is the value of all the stuff you need to turn in to get something from that Loyalty Point Store. It isn't always a good buy. Sometimes you can just buy the ship off the market or contracts for less value than all the stuff you have to give the loyalty point store ... or so I've been told. In any case - as with anything on the market - it pays to do your homework right before you make the buy/sale - to see what things are actually worth at that point in time.
