What does this mean? This page leads me to believe all ships, structures and objects will move to the top. Well, what constitutes an object? Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.

People in a fleet can broadcast various things (read this scroll to the bottom), and I'm guessing that the Overview can be set up to move said people to the top so they can be repaired or warped-to or targetted or told to stfu.

It doesn't, really. Most people who fleet up regularly set up their overview to not even show their fleet mates. That way it's easier to see and target the enemies. So they would have no use for the setting...

also great for mission fleets and we wanna primary the scrambler frig

Yeah I mean it has its uses.
For targets, one tactic used is to enable the TAG column in the overview, and then enemies get tagged 1, 2, 3, etc in the order in which the fleet commander wants them killed. Everyone can sort their overview by the TAG column and just go down the list.
That way the FC doesn't have to yell "many whelps, deal with them!" all the time.
