Should a tower happen to go offline, will the turrets still function? Or are they tied to the towers power status?

If a computer goes offline, will the hard drive still function? If a radio's battery goes dead, will it still play? If a city's power grid goes out, will the street light remain on?

The control tower must be online for anything to work.
There is no force field when the tower is offline. However, the tower still has shield, armor, and structure. Shield still recharges while offline. An offline tower will not enter reinforce mode.

Correct. If the POS tower goes offline, all the modules that were online will go into "anchored" mode, and you will have to fly around to each one and online them individually all over again. This includes turrets and batteries.
I don't think a floating space station force field bubble powered by robotics, coolant, uranium, etc. should require a snarky IRL comparison in order to help a fellow eve player out. I think he's aware of how power lines work, but is probably more interested in someone helping him, sans sarcasm.

You do not have to actually fly around onlining each one individually. You can do this from the 'manage' menu by rightclicking on the tower while peacefully sitting in the pos looking at the stars.
