This sounds like a reasonable start.

Just be cause what you want, isn't the same as what the DEVELOPERS OF THIS GAME want, doesn't make them idiots.
In fact, it makes you the fool, for subscribing to the notion that you should be safe and comfortable in a huge savage "lawless" landscape that should be 0.0. |

For newer players in smaller alliances trying to move to 0.0, the message is clear. Eve doesn't want you in nullsec. Either, stay in Empire or join a large power bloc.
Because, you know, large power blocs are just too cool. We should have more of them.

The large power blocs will have a slightly harder time policing vast areas of unused space with a single blob. Travelling from one end of the universe to the other on a moments notice in relative safety. This will be a good thing for small fleet PvP, which usually consist of newer players and those who aren't in a bloc.
I'd actually prefer they go even further and only allow Freighters to use JBs. In real military strategy choosing to send a massive fleet somewhere means your enemies can take advantage of that and attack you where the fleet is furthest away from. EVE just ignores that fundamental aspect of military strategy in favor of making things convenient and easy. This is a step in the right direction. Baby steps.
