Someone could of posted something similar, but here's an idea...
The 0.0 sov mechanics were re-worked in hopes to present more opportunity for smaller alliances to get experience in the world of nullsec and stake a claim on their own. Of course I'm sure most would agree basically it backfired where large NAPfests and becoming a pet are the only way to get a nullesc opportunity.
What if the number of systems were limited and determined by the number of players (with active accounts) in your alliance. For example: Alliance XYZ has 3500 members associated to an active account. Only 1 system per 100 members is allowed, therefore they can only conquer 35 systems. If Alliance ABC moves in next door and claims 3 systems since they only have 350 members, Alliance XYZ cannot contest their sovereignty unless 1) they obtain another 100 members or 2) drop one of their current systems to claim a new system.
Obviously there are many holes that can probably be poked in this, but one thing it does resolve is the issue where alliances own far more territory than what they actually use. Therefore, presenting additional 0.0 space for others to claim.

you don't need sov to stake a claim to a system
you just have to kill anyone trying to take sov there
look at the drone regions and you will see that only 50% of the systems has sov but if you try to take one of the unclaimed systems you will see who owns the system :)

One system can barely support ten people, let alone a hundred, and this was BEFORE CCP made large parts of 0.0 near worthless to live in. This would only hurt small alliances, encouraging quantity over quality when it comes to recruitment.
