That goes for Empire as well.
They should simply not have a whole alliance of only industrialists, that's begging for permanent harrassments and endless diplomatic seesions to sort coalitions, not to mention all their potential "friends" always will ask 'why the **** do we have this piece of **** alliance set blue in the first place, they're useless'.
I.e. either recruit people who will fight for you in the alliance, or disband it and join an alliance where they have fighters and will accept industrial corporations.
That applies as much for highsec as for null. You can't run from the fights in this game, the minute you do, the minute the fights start run after you. -

If a pure industrial alliance becomes a renter or pet and can assist the alliance they rent from with large quantities of ships and modules at competative prices but with way less transport they are of great use. A pure industrial alliance in empire can make enough ISK to keep a descent or even a few descent merc corporations on retainer. Heck they can even have a ship replacement program in order for those mercs incase of a war dec.
Hence the merc corp benefits without being part of the industrial alliance.
