How about a POS mod that decloaks everyone in the system, but has a, lets say, 2 min warm up timer and a several hour cooldown timer. That way it is two min. after activation before the mod decloaks everyone which will make it pretty hard to time the mod and decloak ships that jump through a gate and then cloaks up before they warp off, and since you can only use it like once per day (maybe 2-3 time who know) you wont get to keep trying to use it for a gate camp. But it will stop AFK cloakers from logging on, cloaking up, and then walking away from the computer

Only if it disables local as well. If you don't want that, then AFK cloaking remains a perfectly legitimate tool, to subvert you 100%, risk free intel tool.

Sounds fair. means you won't know the cloakers are there until they lock you.

Or you could just minimize local, it is easier.
Because essentially this issue has nothing to do with the game, you are just whiny because it just ****s with your head.

See, you're finding ways to abuse it already. Which means that local should be removed till DT, from the moment it goes online. You either forgo your free 100%, risk free intel tool or don't on-line the mod. Simples.

Local is not the problem no matter how many think it is. For problems with removing local please search the 10,000,000 other threads this was brought up in. For problems with afk cloaking/camping, yes its a problem however unfortunately there is little that can be down without harming legitimate cloakers.

No there is a problem with cloaking as a ship such as a tengu could have a standard cyno fitted and be cloaked and immune to all forms of ewar. Then when you are about to go on a fleet or doing anoms light that normal cyno and drop you with capitals, subcap fleet, super cap fleet, or any combination of the above. Even worse that they can sit online in a system for an indefinite amount of time. This essentially allows a fleet to be able to drop and destroy a pos, capture a station, or even ninja online mods when no one is around.
Also if you think Local is the biggest evil passive intel tool how much worse is a cloaky sitting in the system spamming the scan to get all ships in system while the owners of the system are doing the same. Then you not only create more lag you give the opposer of the system a greater advantage of the system than the people already in the system. This is just to name a few problems with local and cloaking. While I could go on more cloaking has its place and a passive, no risk intel tool ( same as local as far as I can tell) is not its place.

Also it would have to have some heavy duty cpu and power requirements if it will effect the whole system. I can easily see use of this thing negating the use of other important defensive/offensive modules... (same as cloaking device)
While it is active guns and targetting should be offline.
P.S. I have no problem with cloaking the way it is.

Local is the problem. The trouble is that local provides 100% risk free intel, so to try and subvert it's power people have taken to AFK cloak. Without the power of local, you wouldn't have the issue of AFK cloaking.
Now don't let my stance confuse you into thinking I want any change, I don't. I think the psychological aspect that AFK cloaking brings, adds to the game.

Whether or not local should be around is a completely different subject. You are correct that if local was gone it wouldn't matter whether someone was cloaked or not but local isn't gone and i dont see CCP getting rid of it anytime soon. If they did it would make it extremely easy for a single player shut down a system. A decent sized corp would be able to completely shut down entire regions of space and people would stop moving out to 0.0 because they wouldn't be able to make any money, which would lead to lots of people quitting. This would cause CCP to lose some of their profits which would not go well with share holders, ect.
I feel that being able to walk away form the keyboard should come with the knowledge that you may lose your ship and one possible solution to someone being able to cloak and walk away from their keyboard is to have a POS mod capable of de-cloaking cloaked ships would not stop people from being able to sit in a system cloaked but would stop them from being able to do it without actually being there

Then you would get more power from local, as the tool used to subvert it's use would be removed. Not only that, but you would also break active cloaking.

Except they are not a different subject. They are tied together because of the intel that is telling you that someone is cloaked that you can't find, even though they are cloaked and you shouldn't even know they are there. This knowledge has put a burr in your butt to try to get cloaking nerfed..

How about this: If you are cloaked you don't show up in local?
I think that would be perfectly reasonable. It would allow cloaking to be much more effective without completely subverting local chat as an intel source(a compromise for those who want local gone and the general public). But it would need to have some mechanic to keep you from going afk.

because every other part of the game with the exception of stations are designed so that if you go afk you are more likely to lose your ship. Mining, ratting, traveling... why should cloaking be any differen't? I'm not saying you should stop people from cloaking, hell i'm even saying we should make cloaking even more effective, you just shouldn't be able to walk away from your computer while you are doing it. AFK cloaking is the same as macro mining, you get all the benefits without actually doing any of the work.

But if you are removed from local and cannot be seen any more, why would you want to stop them going AFK. Why would anyone go AFK anyway? The whole point is because you can see them.

no, the whole point is because if you cloak up in a system long enough people are going to start ignoring you and going about their business at which point you can attack them much more easily. Its a great tactic but you shouldn't be allowed to gain an advantage over others while not playing. Further, you shouldn't be able to EVER go AFK without any possibility of losing your ship.
