We think they're trying to say
Chana Arech> presence chilling, bad new locations (not really sure about this one) Deten Bouras> source unidentified. Engaged the sleepers (or 'Engaging the keepers')
We subsequently spotted their ships on the directional scan and they launched probes before vanishing, never replying to us in local.

The dashes do not really represent missing letters or spaces upon close inspection, they could merely mean a pause or statics between the discernible signals. This is my interpretation:
... [No] Presence... Falling back... New location... (They couldn't find something in one site.) ... Identified. Engage... Sleepers. (Then then moved to another and fought some sleepers.)
So the entire episode could mean one thing: The Amarrian officials are doing c6 sites too for whatever reason.

Some possible interpretations of the data: "ew": Few, New, maybe even (though a stretch) EW as in Electronic Warfare.
"pers": Sleepers, keepers, interlopers
"sense": essence (or Essence), presence
"ified": Identified, classified, verified.
"locati": Locating, location, locations
"enga": engaged, engaging, engage
As you can see, there are multiple interpretations of the data, some making more sense in context than others.

That said, "falling back new location" is an excellent stab.

True that. It does seem *some* acknowledgement of the fact you made an effort to engage them would have been warranted.
Was there anything to identify what kind of ships they were in? Warships vs. exploration vessels would be another clue.

The only problem here is that it's not ISD doing this. ISD are volunteers, and they haven't done live events since AURORA was shut down. It's actual Developers doing the events now.

We saw one of them in a Pilgrim, and they left probes at various points in the system.

You can't scan down probes even though it says 'drones and probes' under that signature class. Otherwise deep space probes would be the ultimate early warning tool.

Its our home system, which is well known by most C5/C6 residents. Aside from the strong presence we maintain there at all times, no, not really, just a typical C6 magnetar.

They were both flying pilgrims and were both decloaked at one point. Can't remember what the ships were actually called but they ended in 1 and 2.
As for the probes they were found at the 0 warp-ins at planets 1-7 or well at least most of them were(total of 10 on scan) maybe ccp was trying to probe as per a few years ago??

In two pilgrims, the correct response to a "hostile presence" in a C6 wormhole probably is to find a new location...
You would have picked up wreckage in your scans if they had been destroyed. So... short of just leaving probes for the hell of it, choices seem to be that they:
got completely vaporized;
bugged out quickly; or,
were removed by "other means."
As the "most simple" explanation, I'd pick "bugged out" (been there, done that). It's entirely possible Imperial agents would consider your force "hostile" too (which could explain the non-responsiveness), so once they knew the gig was up, getting out would be reasonable.
The corporate description for MIO is:
"The Amarr authorities have vast experience in molding their citizens as they want. The Ministry of Internal Order is responsible for hunting down disgruntled elements in the society and eradicating them. Since first contact the Ministry of Internal Order is also responsible for monitoring the activities of foreigners within the Amarr border, especially Minmatar terrorist cells."
That charter does not cover exploring Sleeper sites, so this seems closest to "hunting down disgruntled elements (no longer) in the society and eradicating them." Is there reason to believe "disgruntled elements" are using wormholes?
There was a news report about a dictator resurfacing recently and disappearing, though as I recall, he seemed like a bigger deal to the Minmatar themselves.

When you put this together with the fact they didn't reply over local comms, it's pretty clear what's happening on the meta-level.
Think about it. If they were acting like proper scouts, they would be so much harder to notice and distinguish from other players. It might take us months to notice and ID the pilots as Amarr Navy.
Maybe that's how things even started: with Amarr Navy doing their job right, but of course, nobody noticed them as you'd expect, and so on the meta-level CCP had to be a bit more overt and put some purple text in local to properly kick start things.
The lack of replies from the AN suggests this too. They're not out there to chat, but said "something" in local. It all points to CCP on the meta level wanting to be discovered without making the Amarr Navy appear completely hopeless at covert operations.

There's validity to all that. It could also be like "The Fugitive," where Our Hero intentionally messes with clues he wants the detective to pick up.
A couple of pilgrims are unlikely to take C6 spawns. But they are not interested in anything as mundane as "loot," and so drawing the attention of a nearby capsuleer corporation would be one way of getting rid of troublesome Sleeper units.
The second interaction is compatible with this. A force recon ship that hasn't wandered into a swarming gate camp is unlikely to become visible near a POS unless it "wants" to be seen.
One strategy consistent with MIO's charter would go: "convince corporation to blow up Sleeper installation so we can sift through debris when everyone is gone looking for evidence of Wanted Terrorist."
Amarr wouldn't send its own combat fleet, because that would be detected by capsuleers, resulting in "complications" that could otherwise be avoided. Perhaps blowing everything in sight up might trigger some additional interaction - though I suppose blowing everything in sight up has been on the menu for Quite Some Time.
