I was told that they would drop to 10% below base price, but for example "Advanced Laboratory Operations" sells at base price (though many seen to sell at 10% below).
Is there a definitive way to predict the low npc sell price of a seeded book?

I don't think there's a "baseprice" that you can readily see (least in-game anyway).
If you check evemon (and/or the static dumps), the BASE price of the book will be listed.

Yeah, I'm referring to the base price from the static data dump.
One theory is that each skillbook station only stocks 50-75 copies of Advanced Lab Op, so maybe the logic is "if > x in stock at end of day, pricedrop" and so it never hits that and stays at base price?

the books that are npc sold have an assigned value
various NPC skillbook dealers have a preset number and volitility that can change based on how many books they sell and how quickly. obviously Schools will tend to have a large supply and low volitility in price
some outlying stations will have a limmited supply and a lot of volitility
and some Skillbooks you see on sale are "provided" by other players who hope you buy the books they put on sale at the price they list.

Yeah, I'm aware of how to tell NPC and non-NPC listings apart (NPC listings last a year, player can only list for three months).
I'm trying to figure out if there's a strict way to compute the minimum npc price i'd find any given skill book for (I want to make a list for every book, and doing it by hand is much less fun than finding the formulas and scripting it).

IIRC the base price is the "floor" for a particular book, and you'll never be able to pick it up for less than that. If you're supplying corpies in a "busy" area, and all of the books sell out (e.g. you need 10 books, but the station only has 5), they're immediately re-listed at a slightly higher price...
edit -- if you want the baseprice, just download the damn static dump that CCP provides...

The base price is *not* the floor. Most books sell for 10% below it. But not all.
For example, Acceleration Control's base price is 40,000 but it usually sells for 36,000. And as I said, Advanced Lab Op's base price is 20m and it sells for 20m.

Again thats the whole thing about npc sell orders. the price will drop below the code price to either 0% 5 or 10 or 15% on items depending on what catagory they are in, Said catagory was more or less arbitrarily set way back in development for each item.
and to be quite honest half the time I suspect that the volitility was set on the "Hey Joe" method*
*Yell across the room at a co-worker named Joe and ask what they set it to the last time they messed with it. note this method gets renamed every time you yell accrost the room at someone not named "Joe". note that this rarely results in the correct answer but the one that "Joe" thinks it should be.

As far as I can remember, not absolutely sure about each and every detail...
NPC prices fluctuate between 90% and 110% of baseprice depending on recent trade activity, but the volumes taken into account are ridiculous. The price change only happens upon a trade (and not all at once, but gradually with each additional trade), and it's station-specific, so if nothing gets traded in a station, prices don't change in that station.
For the vast majority of items, this practically means they're stuck at 90% for sells and 110% for buys soon after they're introduced or for some reason the price gets reset (that happens only after a handful of the major patches, at most 2 times a year, some years not at all, and it only takes days for them to go back to 90%/110% of base). The only exceptions are things that get purchased in bulk, like trade goods, but they usually also offer so little profit that most of the time very few people bother, so they end up the same. _
