Oh ok so breaking the rules are ok as long as they lose.
And my point is how come they were still allowed to fight! With T2 rigs fitted and all.

Yes, if they had won and we hadnt seen the KM then no more would've been thought of it.
the point is CCP doesnt know/isnt checking if people are using T2 rigs, which could be a deciding factor in the future

If this killmail is real, and I have no reason at this point to believe otherwise, I think the question needs to be asked, regardless of how Adeptus Arbites faired in the tournament.
If CCP cannot keep out T2 rigs then how can the rest of the participants be sure that faction modules, combat boosters, and other prohibited items aren't being used by their opponents? Are people gaming the system because they know CCP is not (or cannot) check for them? Even if this is an isolated mistake, which I honestly hope it is, CCP must prove to all the participants that the matches are being held fairly, within the rules. If CCP cannot prove that tournament teams are abiding by the rules then this tournament (and every past tournament) is placed under a very dark cloud.
CCP really needs to take a moment and answer the OP. CCP also needs to make sure that the integrity and spirit of the tournament is upheld.

Indeed, if i'm in a 1vs1 of a deciding battle and i cant break a drake's passive tank by a tiny amount (possibly due to T2 rigs) then thats completely unfair. in fact, it may have already happened. what the hell CCP

The fact that the rules have been thoroughly enforced in the past leads me to believe this was human error.
My point was that there is no way to rectify the situation now, and no reason to.

Again, I certainly hope this was an isolated error, however there is no way to prove that it was. Furthermore, there is no way for anyone but CCP to prove that there has been a 100% enforcement of all rules in the past. To make the blanket statement, "the fact that the rules have been thoroughly enforced in the past ... " doesn't hold true, because neither you nor I, nor anyone but CCP can prove that statement. While I agree that there is no way to rectify the situation now, there can be sanctions placed on offending pilots/teams for the future.

A team was also allowed to field too many points in one match, so it was not that isolated of an error.
CCP needs a better (automated) system to check a team's setup.

When you're waiting to warp to the arena beacon in Jove space a CCP representative warps to your team in a ship called a Cockroach. Its description points to something that carries a GM ship scanning module, so apparently that's how they're checking. Pretty big oversight to not be able to take a reading on rigs though.

I think the GM that moves you checks your ship and clone to make sure you're not using anything illegal to the rules, so it's obviously open to human error. ______________________________

We have gone over this, and this player did indeed use Tech II rigs. However, this time around, we have been developing a new system that we were trialing for the first weekend, and used as the primary system for tallying points and checking modules (with backup systems in place), which permanently stores all fittings for all matches. This means that we have been able to go back to all the previous matches, and since we started using this system on the second day of the first weekend, we have not seen any other ships fitting Tech II rigs.
Today we have fixed the issue that caused the rig to be missed, and have confirmed that as of today, the script will correctly flag Tech II rigs, cosmos/faction/deadspace/officer modules (we manually OK these modules on flagships, however they are still flagged as potential issues), boosters (both consumed and in cargo), pirate implants and a few other things, so hopefully we should have no more of these incidents. But of course, as with anything involving humans at any level, errors may occur.

Thank you for acknowledging the error and yes it was ultimately irrelevant as we won flawlessly but its still important that the rules are enforced correctly, efficiently and with due diligence.
As it is we were joint 32nd with a whole host of other teams (32-39) so ultimately this did not impact us.
