The basic fact is that CCP don't give a **** about EVE anymore. That have gotten bored and are jerking each other off over WOW IN SPAAAAAAACE (also known as incarna), and DUST 541 (also known as BARGAIN BIN, not owned).
They do not care what happens in EVE anymore and are running the game on a skeleton staff.

i'm surprised why CCP doesn't Perma-Ban for a caught botter. They are clearly breaking EULA, there should be no mercy for them.

Agreed on the botting problem. I've been following a group of about 25 mission running bots in the Kaimon system, all in groups of 4 or so with the standard corp named after a character thing. I've even declared war on many of these corps. Before the 24 hour wait time is up, the bots have changed corporations. I've *****ed and complained numerous times about this issue to CCP, with mostly no reply or concern to the issue.

And the author of this thread doesn't really check any data , does he? Go to some botting forums and see those tears about CCP banning bots. Once they discover the pattern of a certain bot, they ban them in batches.
Looking at who you are (even though you are surely an alt), your alliance affiliation tells me more than enough that you have no clue about 0.0. And by this I mean spending lots of time with 0.0 solo or with a friend. This is not meant to be personal, I just want to point out that people who haven't spent years of their time running around wildly in 0.0 will surely have no clue about what is a bot and what not.
There is some obvious bots, there's less obvious.
But yeah there's obvious beyond obvious. A solo Tengu ratting lonely in a system for months end, 10 hours a day, is most definitely a bot. It becomes even more obvious when 3 of them are over 3 systems and in the same 10 man corp. Even more so when they belong to "famous botting alliances", which are mostly renter alliances. Typical bot behavior other than that includes sitting afk in POS all day long when a neut afk cloaks in system, logging when entering local, no delay of warpout after hostile enters local. A player WILL do mistakes after a couple of weeks... missing or completely nonsense bios, missing or useless corp descriptions. None of these things are a proof by themselves, but linked together they create a very clear picture of a ratter.
I have killed maybe 50ish botters over the last 1 1/2 months, a dozen of them Tengus. How do I know they were botting? The way they responded to my tactics, to which a player would never fall (because EVE bots have no sort of AI like many programmers say). I really mixed things up for a 60 man bot corporation, fortunately they got banned a week later and kicked out of their renter alliance. Another 12 man corporation got banned too.
Still ~100 remain in my addressbook. CCP seems to have cared about them until a month ago, I haven't seen anything happening over the last 4 weeks. Nothing at all.

To that I simply say, let the ****ing economy collapse. **** botting.
Oh and just so we are clear, their are currently without any question in my mind more bots mining than people. Its an epidemic in the game right now. Its why I steal from miners without mercy and reservation and I will continue to do so until their is a change made.

So your argument is presumably that because bots have depressed the prices of hi-sec mineral and ice products to the point where few/no human players want to bother, we need to keep the bots because players wouldn't mine even if trit went to 50 ISK p/u?

If they seriously declare the war on bots and rmt'ers, 0.0 map will change instantly as DRF and Co. will collapse, on the other hand that will mean that the strongest 0.0 entity in Eve was free to bot and RMT for years while CCP done nothing. That would be a VERY bad news on gaming sites.

^ This. I rat quite frequently in 0.0 and ppl feel as if im obligated to speak to them when they enter local and if i don't i must be a bot. I know there is alot of nerd rage over bots but seriously u dont pay my sub so i don't got to talk to anyone if i don't feel like it, majority of the time im ratting with eve windowed and watching netflix.

I would be more prone to use my mining ship if the so-called temporary to permanent banning of bots actually affected mineral prices. But after the hoopla of bans and seeing the prices remaining steady, mining is not profitable.

There has been a decent effort on mission bots. Well some of them anyway.
The most obvious of the nullsec bots got a ban, then came back to do... well I dunno given they're mainly botting alts, but come back they have.
Oh and if you petition the trade hub macro spammers then they get a ban too - I don't use the bot button for that though.
There's obviously a shedload of RMT going on with moons - always has been. That has nothing to do with bots.
Perhaps a 6/10 for effort on bots from me.

I've been watching and decking the same group since feb. this yr. We got several of them before they started the pattern of dropping corp right after the dec. went live. Before then what they would do after you killed one of the cnr's, is all the other bots in corp would instantly dock up and log off till the dec was over or whoever owned them would manually change corps.

If CCP has stopped banning bots, it is no doubt either due to CCP Darius Johnson's laziness/incompetence or an effort to prop up dwindling 'players online' numbers or perhaps some combination of both.
