I won't be back in game for a while due to connection issues and have been planning out my manufacturing process for when I do. But when I've been researching this online, I find a lot of older posts about how you can only buy control towers (non pirate faction), not manufacture them. So my question is, are there BPO's or BPC's for control towers (Amarr, Caldari, etc) to manufacture them? If so, can I make them in a normal station? Also, does ME matter on them? I thought I saw someone talking about wasting their time researching the ME on their control tower blueprint.

CCP changed that, when they introduced Planetary Interaction. Now you can build your own towers (and AFAIK you can only build them on stations!) ME does not matter (currently). When those BPOs where introduced ME did matter, but CCP changed that with a hotfix Maybe they change it again someday ?!?
