Niko's father was a violent alcoholic, who abused him, his mother and elder brother. Niko's mother, Milica, who possessed a maternal and caring nature, regretted that her sons were forced to endure such hardships as children, since Niko and his brother grew up during the difficult times of the Yugoslav Wars. His elder brother was killed in action in the war, a war in which Niko participated as an enraged youth, motivated by ill-founded nationalism. Niko witnessed numerous atrocities during the war,[9] including the murder and mutilation of over 50 children, which led to his cynical perspective on life, with certain degrees of regret, depression, emotional and social detachment. A defining moment in the war for Niko was when his army unit of fifteen young men from his village were ambushed by the enemy. Niko barely escaped the ambush, and weeks later concluded that the unit had been betrayed by one of their own soldiers, so he returned to the pit where his friends were buried and shoveled up, counted, and identified each of the corpses. From this he learned there were two other survivors: Florian Cravic and Darko Brevic. Niko vowed to search for the perpetrator, motivated not solely by revenge, but a need for closure and to move on with his own life. Despite this, Niko possesses certain skills which were acquired during his early army training, such as close quarter combat, slight helicopter piloting, shooting and swimming.
By the end of the war, Niko experienced difficulty finding work and leading a normal life. His cousin Roman decided to settle in the United States, in order to lead a new life in Liberty City before the war. Niko, knowing only violence, turned to the Balkanic criminal underworld for the following ten years, while at the same time trying to search for the two other men who survived the ambush. After being released from a brief stint in prison, Niko joined a smuggling and trafficking ring run by Russian criminal Rodislav "Ray" Bulgarin. Niko would eventually discover that Florian Cravic, one of the two survivors of the ambush, was also residing in Liberty City.
During one smuggling run into Italy, the boat that Niko was working on sank in the Adriatic Sea a mile from the nearest shoreline. Niko managed to abandon the ship and swim to safety, however everything else placed on the ship was lost beyond salvaging. Bulgarin accused Niko of escaping with the money on board. Although Niko denied the accusations, Bulgarin refused to believe him and he was too powerful to argue with, so Niko joined the merchant navy in order to flee from Bulgarin. He spent the following seven months at sea in the Atlantic Ocean, befriending the crew of the Platypus and contemplating Roman's request for him to come to Liberty City. Roman had been asking Niko to come to Liberty City to share his lavish life of a mansion, a sports car, money and beautiful women, which Niko desired and perceived as a "break". Niko was also motivated to come to Liberty City in order to locate Florian Cravic and evade Bulgarin.

4. ACCESSIBLE ELEMENTS AND SPACES: SCOPE AND TECHNICAL REQUIREMENTS.
4.22 Toilet Rooms.
4.22.1 Minimum Number. Toilet facilities required to be accessible by 4.1 shall comply with 4.22. Accessible toilet rooms shall be on an accessible route.
4.22.2 Doors. All doors to accessible toilet rooms shall comply with 4.13. Doors shall not swing into the clear floor space required for any fixture.

If toilet stalls are provided, then at least one shall be a standard toilet stall complying with 4.17; where 6 or more stalls are provided, in addition to the stall complying with 4.17.3, at least one stall 36 in (915 mm) wide with an outward swinging, self-closing door and parallel grab bars complying with Fig. 30(d) and 4.26 shall be provided. Water closets in such stalls shall comply with 4.16. If water closets are not in stalls, then at least one shall comply with 4.16.
4.22.5 Urinals. If urinals are provided, then at least one shall comply with 4.18.
4.22.6 Lavatories and Mirrors. If lavatories and mirrors are provided, then at least one of each shall comply with 4.19.

Early in the year the Fortune Bay claims were satisfactorily settled by the British Government paying in full the sum of 15,000 pounds, most of which has been already distributed. As the terms of the settlement included compensation for injuries suffered by our fishermen at Aspee Bay, there has been retained from the gross award a sum which is deemed adequate for those claims.
The participation of Americans in the exhibitions at Melbourne and Sydney will be approvingly mentioned in the reports of the two exhibitions, soon to be presented to Congress. They will disclose the readiness of our countrymen to make successful competition in distant fields of enterprise.
Negotiations for an international copyright convention are in hopeful progress.
The surrender of Sitting Bull and his forces upon the Canadian frontier has allayed apprehension, although bodies of British Indians still cross the border in quest of sustenance. Upon this subject a correspondence has been opened which promises an adequate understanding. Our troops have orders to avoid meanwhile all collisions with alien Indians.
The presence at the Yorktown celebration of representatives of the French Republic and descendants of Lafayette and of his gallant compatriots who were our allies in the Revolution has served to strengthen the spirit of good will which has always existed between the two nations.
You will be furnished with the proceedings of the Bimetallic Conference held during the summer at the city of Paris. No accord was reached, but a valuable interchange of views was had, and the conference will next year be renewed.
At the Electrical Exhibition and Congress, also held at Paris, this country was creditably represented by eminent specialists, who, in the absence of an appropriation, generously lent their efficient aid at the instance of the State Department. While our exhibitors in this almost distinctively American field of achievement have won several valuable awards, I recommend that Congress provide for the repayment of the personal expenses incurred in the public interest by the honorary commissioners and delegates.
No new questions respecting the status of our naturalized citizens in Germany have arisen during the year, and the causes of complaint, especially in Alsace and Lorraine, have practically ceased through the liberal action of the Imperial Government in accepting our often-expressed views on the subject. The application of the treaty of 1868 to the lately acquired Rhenish provinces has received very earnest attention, and a definite and lasting agreement on this point is confidently expected. The participation of the descendants of Baron von Steuben in the Yorktown festivities, and their subsequent reception by their American kinsmen, strikingly evinced the ties of good will which unite the German people and our own.
Our intercourse with Spain has been friendly. An agreement concluded in February last fixes a term for the labors of the Spanish and American Claims Commission. The Spanish Government has been requested to pay the late awards of that Commission, and will, it is believed, accede to the request as promptly and courteously as on former occasions.

Military: *Defiant. *Quantum Torpedoes. *Never lost in hand-to-hand combat. *Picard gets blown up by three Klingon birds-of-prey. Sisko fights a war with Klingons and makes them surrender. *He commands a fleet of six hundred Starfleet ships, in front of dozens of admirals.
Personal & Social: *Morn. *He is true to his ethnicity, unlike a "French" who speaks in an English accent and reads Shakespeare. *Unlike Picard who's stuck as a captain for 15 years, Sisko gets promoted. Three times. (Emissary, Captain, Prophet) *He is a good dad. *His son and son's friend are not Wesley Crusher. *O'Brien was a transporter chief under Picard. He puts LaForge to shame under Sisko. *Worf was a sandbag under Picard. He saves the Klingon Empire under Sisko. He is, of course, deeply intimidated by Sisko. *Colonel Kira. *Odo. *Elim Garak. *Jadzia Dax. *Ezri Dax. She may be a councilor but she is not Troi. *Quark. His holosuites never break down by themselves, unlike the holodeck in the Enterprise. *He punched a god(Q), worships a god(Prophets), is worshiped as a god(Emissary), is worshiped by a god(Odo), and becomes a god(prophet). *He Drinks Klingon Coffee (rakatajino), not Earl Grey or wimpy human coffee. *Picard had male pattern baldness. Sisko shaves his hair by choice and puts the hair on his beard.
Diplomacy: *He is willing to do whatever it takes, including gassing human colonies and turning them into "former" human colonies. *He makes a better Klingon than most Klingons. He also gives them good fights regularly. *Picard was tortured by the Cardassians. Sisko destroys their legal tradition by shooting a stare. *Picard has a hard time with Romulans. Sisko f_ing blows one up and accomplishes more in a single episode than Picard did in his entire series.
