Disclaimer: This is just intended as some what-if theocrafting as opposed to a serious proposal.
That done with, sourcewise I'd have the BPCs drop at about the rate of normal faction battleship BPCs (and not as a replacement to), to ensure a steady supply into the market. It's no fun making cool new faction ships and then making them impossible to acquire unless you're megarich (and/or RMTing).
Diamondback - Gurista Carrier (Chimera Hull) +50% capital shield transfer range per level of Caldari carrier +5% shield resistance per level of Caldari carrier +5% drone and fighter damage per level of Gallente carrier +5 Drones/Fighters controlled Can use warfare links and triage modules Can use Remote ECM Bursts -50% Remote ECM Burst strength and radius
6 High slots 7 Mid Slots 4 Low Slots
1000 base CPU (from 825) 450k grid (identical to base)
150k shield (up from 125k)
Basically a beefed-up Chimera meets Thanatos in bonuses, following up from Gurista subcaps. Intended specifically as a combat carrier, though the big boost to CPU is to fix some of the Chimera's intrinsic fitting problems if loaded for reps. Ambivalent on the ECM burst, even at 50% strength and radius. And yes I'm aware a diamondback is species of rattlesnake.
Vanquisher - Serpentis Dreadnought (Moros Hull) +33.3% Capital Hybrid Damage +7.5% to Capital Hybrid Tracking per level of Gallente Dreadnought +5% to Capital Hybrid Rate of Fire per level of Minmatar Dreadnought -75% to cycle time and Strontium use of Siege Modules
4 High Slots (3 gun spots) 5 Mid Slots 8 Low slots
800 CPU (up from 750) 575k grid (identical to base)
230k armor (up from 187,500)
A hybrid gun beatstick. The tracking could potentially make it viable as a sniper against subcaps (lol - or ouch) and the greatly reduced siege timer is to keep dreads from being stuck in one spot too long.
Jibril - Angel Carrier (Nidhoggur hull) +50% capital armor and capital shield transfer range per level of Minmatar carrier +10% drone and fighter MWD speed per level of Minmatar carrier +7.5% drone and fighter tracking per level of Gallente carrier +5 Drones/Fighters controlled Can use warfare links and triage modules 10% bonus to Skirmish and Informational Warfare Links
6 High slots 6 Mid Slots 6 Low Slots
825 base CPU (from 700) 575k grid (identical to base)
120 m/s base velocity (up from 90) 914,750,000 kg mass (from 1,014,750,000 kg)
Not sure how successful this would be in practice, but an attempt to apply Angel philosophy to a capital ship. Not as good as having a dedicated command ship in terms of bonuses from gang links, but versatile.
Demogorgon - Blood Raider Dreadnought (Revelation Hull) +25% Capital Laser Damage +180% to bonus to Energy Vampire and Energy Neutralizer drain amount per level of Amarr Dreadnought +20% to Scan Resolution per level of Minmatar Dreadnought -75% to cycle time and Strontium use of Siege Modules
5 High Slots (3 gun spots) 4 Mid Slots 8 Low slots
700 CPU (up from 650) 650k grid (identical to base)
240k armor (up from 203,125) 70k capacitor (up from 57,375 GJ)
A neuting dreadnought? Sure. Why not. Blood are another one that's difficult to transfer into capship terms. Uses super-boosted normal neuts to avoid making new modules for a single ship.

I do like this would love to see more faction ships in game
even having plexes in low/null with faction caps to kill. -but with a greater number in low sec like 3-1 to bring more people to low sec but ccp would have to make it worth the risk.

Your proposed diamondback would be way OP, and probably outperform a Revenant (not that it's saying much..)
Either tanking bonus OR damage bonus, I don't think it's reasonable to expect to have both, as the current patterns of capships seem to follow that general rule. Also no remote ECM on anything other than supercarriers.
Same goes for the Serpentis dreadnought... a BS-destroying dreadnought would be OP on paper and not much use against an alphablob in practise. It wouldn't be cap stable with a RoF bonus either. Also, LOLhybrids.
No comment on the other two, I don't really fly amarr/minmatar.
IMO the biggest 'need' for a new capital platform would be some kind of super-interdictor designed to lock down a large volume of space and be able to accept remote logistics support or put up one hell of a tank.
Still, interesting ideas :)

But make them not out of EMPIRE Faction hulls. Make unique ship designs for them, like for the Revenant.
