I flew around low-sec for an hour yesterday without seeing anybody. The only guy I saw ended up podding me. So I come to you and ask where to go for a beginner.

Any place advertised as good for a pi-rat beginner would likely be similar to pointing a sign to a system that said "free noobs, take one".

Presumably any place that would be good for a beginner would also be used by experts as well, since people will go where there are targets.

A lot of lowsec depends on the time of day because, as a general rule, it's sparsely populated.
The area around mamet has plenty squishy targets who're willing to fight back and generally swarm like locusts towards targets (like you). If you don't mind exploding on the job it's a reasonable place to start. It's certainly populated, just be prepared to leg it when things get hairy. ***The EVE servers and their patches***

Haha, yeah. I forgot already that New Eden is such an unforgiving place. There's no defining line between beginner and advanced areas. I guess that's what makes it exciting.

set up a bunch of PVPships/ammo etc in a 0.5 space. work out a route from 0.4 to 0.0, think of it as your spiderweb.
your first run should be setting up safes/scan spots, check belts, watch local traffic for people ratting. check map for ships destroyed/NPCs destroyed and dont attack anyone until your web is setup, you will get to know if people use whatever system for ratting.
then when that is done, go roam and scan. sometimes you will get lucky, sometimes you will get a spike, and you will usually find other pirates willing for some PVP.
I too have just started out, i am getting used to DSCAN hunting and dropping right onto people. some get away, some outrun me and my ships get wrecked, but they are expendable while i learn.
Also, i don't know how you got podded, overheat everything, hope for the best but once you hit 25% structure and you know you are going down, spam that warp button. Also - PVPjump clones are a lot cheaper than losing your +5s

What Kavu means, I think, is that it's hard to get podded in lowsec if you just take a few basic steps to avoid it. Make sure to have some celestials on your PvP tab or one you can easily switch to. When you see that your ship is about to pop, select one and start spamming the warp to button. When your ship goes boom you'll almost instantly fly to warp in your pod.
Of course, if you're surprised with a one-shot or something...there's still ways to lose your pod. Personally, I've only lost them in nullsec inside bubbles.

Thats not a lot of isk man. It is when you are starting out but you shouldnt be trying to be a pirate if 12mill isk is a lot to you. After you get the where you can do L4 or higher you can make more than that from the mission and salvage. Any loss does suck but after you get up and going you can make a ton of isk. Fly safe man.

Find your self a low traffic system with a high sec exit that has a lot of belts, typically this will mean a no station system in the middle of nowhere.
Smart belt ratting care bears will be looking for the same type of systems.

The best place to nub pirate is a system in lowsec genesis called Antem. it's filled with low sec miners and noobs. You could take a drake into antem and literally just massacre like 20 people.

Check out kill boards for small gate camps. Check maps for places with a good amount of belts which are next to empire which have high npc kills.

What? Have you played the game outside of <insert pve hub system>? **** the losses, work with what you can afford mate. Get some friends too, you don't want your 1m rifter podded because these ****s sit on entry systems in buffered t3s.
Also, make a new tab if you have to, and once your ship blows spam the warp-to button of a random planet/moon. Once you get the spaceship command and navi skills to 5... it'll take a real intense pilot on a crazy internet connection to actually pod you in lowsec.
2nd EDIT: Ispai, you've not been podded by a disco BS in low-sec? You've not lived ;-)

As a serious reply, the best system I ever found to snag targets as a new pirate was Ami, although I haven't been there for a long time so I don't know if this is still the case. Any systems with lots of faction warfare plexs are also a good bet, e.g. Dastryns & surrounding systems, although you need to be careful as quite often you're the piratee rather than the pirater... Ammamake top belt is the place to go for guaranteed pvp, although you may get anything from a noobship to a couple of supercarrier turn up to kill your T1 rifter

Reblier and the nearby 0.0 is an interesting area at the moment. Lots of small roams passing through and the locals sorta skittish but still plenty of oportunity to catch the odd ratter/plexer....
