well if they are taking the time to read the threads they could at least give some feedback on what they think of the idea as actually feasible or not.

The major problem with Features and Ideas forum is that the majority of the ideas are impractical, don't work, belong to another game, or have already been suggested a few hundred times. Now what does this have to do with devposts? Simple. If the few good ideas there get devposts, we'd end up with idiots whining about why devs post in that ****ty thread about an idea no one is interested of, but don't post in my wonderful thread about making CONCORD titans with omni-damage doomsdays available to players for high-sec griefing (exclamation mark, exclamation mark, one, one, exclamation mark).
So, in order to sift through all the crap in F&I, you'd pretty much need to find a dev that understands every aspect of the game (including, very importantly, griefing) and read & reply to the F&I as a nearly full-time job. Which just isn't really productive.

I used to have some faith in CCP but as you say they have turned into ÇÇP. Part of the role of every Community Representative is to find threads that would be of interest to Content or Game Design and link those threads to the Depts on a regular basis. I personally tend to link quite a few threads from F&I through to the correct people whenever possible.
I also know that many of the Developers within those Depts will read F&I much more regularly than GD. So the truth of the matter is that game changing ideas are much better off in that section

A good way to avoid player anger is to have an active "in the works" section in the forum available only to DEV postings chronicling what is being considered, what is being worked on as well as the failures, why it failed, and whether it's going to be shelved for the moment or just done away with completely.
In other words...communicate with your players CCP. That is all we want.

EDIT: I don't see your "a lot of super cool ideas" though. There are a few grains of gold, some decent ideas and a mountain of bad ideas, that the OP always thinks is the best idea ever. Your docking fee idea being one of the bad ones for example.
