Do increasing missile velocity help in countering defender missiles? Or is it only good for increasing range?

You must be talking about rats using defenders against you, since you will never encounter players using them.
The missile speed should in theory help. Less time it is in space, less chances to be hit. Certainly missile speed is just absolutely necessary in any case: Faster travel, faster to apply damage, more DPS. So get it to level 5 as soon as practical.
If defenders really bother you, don't group your guns and don't fire all your missiles in one bunch. I can't be certain, but I think defenders do area damage.

I have a CNR with Caldari BS at V and all required missile skills at V, they still get popped. Once in awhile the defender will miss, but it's rare. |

Until around 6 months ago, there was a minimum range if you will. If you fired your missiles from within this range of the target, the missile would strike before the defender could intercept it. When they made the changes to T2 ammo they also seemed to remove that range. Before the change I could launch heavy missiles from less than 30 km or so and be immune to defenders. IME, missile speed doesn't significantly help with NPC defenders.

Get right on top of your target and shoot your missiles at point blank range. ie. under about 1,500 metres (from memory). I think that's the only way you can avoid losing the odd missile to defenders.

I remember using tengu hull with missile speed rigs for my hml fit once, but i didnt notice any decrease in number of defender missiles hitting my hml volleys. But i wasnt really paying attention to that, so dont take it as sure thing. Not that i think it would be worth to waste rig slots for bay thrusters just to avoid defenders even if it actually worked.
Also tactics that poster above me mentioned really works, i remember killing some special mission bs with strong active tank that way when i was noob. Only its little bit uncomfortable.

Do the exact opposite of what this dude is saying and you'll be good to go. Defender missiles from rats are chance-based, so grouping your guns (and therefore letting of only one 'shot' at a time) will yield the lowest possible chance of defenders. Following this poster's advice will actually result in the highest chance of defenders.
Also, no, they don't do area damage.

Yup very true, I used to not group my missiles than I started doing that and I started putting more dps on target. Also you can always equip an AB and get in close to your enemy and hit them at somewhat close range so they don't use defenders, that's what I typically do. I just destroy everything that doesn't use defenders on my way there.
