Hi there About the resistance bonus to active shield hardeners when not active, and to passive shield hardeners: Is it applied to the amount of HP added by the hardener, or the totality of the shield HP? Weeeellà let's get technical here.
Hardeners do not add HP ù they reduce the damage applied to the ship by some percentage and makes the HP you have last longer. You've no doubt come across the term "effective HP", which simply means how much raw damage those base HP can withstand after the incoming damage has been reduced by the resists.
EHP = HP / (1 - resist).
The compensation skills increase the resist bonus percentages of the hardeners, and thus further reduce the amount of damage, which in turn means your effective HP goes up.
More specifically, the compensation skills act as a bonus to the bonus ù if your skill gives you a 25% bonus, then the hardener becomes 25% more effective. Note, however, that we are talking percent here, not percentage points. It doesn't add to the hardeners resists value ù it is multiplied with it. A 40% hardener with a 25% bonus ends up with a (0.4 + 1.25 =) 50% resist.
Also, note that, due to how resists are applied, an increase from 40% to 50% ù a 10pp or 25% increase ù in your hardener's bonus does not equate to either a 10% or a 25% increase in HP. Instead, it comes out as a (1/0.5) / (1/0.6) = 20% increase in EHP.
àand this is before we get into the really complicated stuff like multiple levels of resists and stacking penalties to resists bonuses.
So, to answer your question: no, but yes. The compensation skills increase the EHP of your shields against the kind of damage the skill is designed for, assuming you have the right kind of hardeners fitted. ùùù ôWe want to try this thing called micro-transactions, but we don't know what it is. One last question if you dont mind. For example the Thermic Shield Compensation skill:

Does that mean that even if I dont activate an Invulnerability Field I/II, I'll have a passive resistance bonus of 3% on the shield? For instance, on a shield tank Myrm fitting setup like this one: http://eve.battleclinic.com/loadout/4305-Mission-fit-Myrmidon.html the 2x Invulnerability Field would provide a 3%+3% Thermic resitance / skill level even if I dont activate them? --- The capacitor is empty. As long as the module is online, but inactive, you will get a small resist bonus with the compensation skills.
You should use EFT for fitting related answers.

A simple hint: if you use Pithum A-Type passive hardeners, you'll get 55.625% resists if you get the respectable shield compensation to V. On top of that, they don't have to be turned on and save you 2 cap per second compared to T2 hardeners.
It comes with a hefty price tag though. -----------------------------------------------

Generally speaking, on just about any ship that tanks for crap and using hardening modules you'll be using active modules, not passive. I know that's not what you asked, but it's good to know. The shield compensation skills are hardly ever used. The only use I've found for them personally is on smaller ships which don't have a lot of capacitor, when doing exploration sites against specific damage. I had a shieldtanked Firetail I used for Angel sites, and I put some passive hardeners on it. Prior to that, I had not found a single use for the skills. Don't invest in them.
