What skills would be necessary for someone to delve purely into the Stealth Bomber world from the get go?

Engineering 5 Electronics 5 Mechanic 5
After that, invest in some of the missile skills, then figure out what you want for a fit and train for T2 Low > Med > High. Then take care of the prereqs for the ship.

A good start for any ship is to just look at the recommended certificates. While you don't necessarily need everything in those certs, and you can make use of some of the things not listed, they're decent enough indicators of what you'd want, in general. _

I would recommend a priority of training Cyno 5 after you can fly the hull and use torpedoes, but before training your missile and support skills beyond 4. Cyno 5 means you use half as much fuel to light a cyno, making you very useful to any black ops squad regardless of your poor DPS.

This is only true IF you're a 0.0 pilot and IF you're in an alliance that uses them commonly. Other than that, save the skillpoints for something more useful.

Covert cynos are also useful in lowsec, and black ops can open covert bridges from hisec*. Covert cynos do not show up on the overview, and just like all cynos they mean you can evade gate camps. You tell me whether that's useful or not.
In addition, OP expressed the desire to be a stealth bomber specialist. Where is a stealth bomber specialist going to find the most enjoyable employment? That's right - in lowsec or nullsec, blowing stuff up and lighting covert cynos. Thus for someone wishing to be a stealth bomber specialist, I humbly suggest that Cyno 5 is more important than getting that extra damage. Less fuel in your cargo bay means more room for ammo.
*corrections welcomed. I've been carebearing in hisec for far too long.
