I fly a Raven and usually have the following setup:
6 Seige, 2 Hvy Nos 1 Amp, Large Tech II, 3 Hardners, Large Shield Extender II 1 Power Core II, 3 PDU's, 1 Ballistic Control
How effective is the Hvy Nos, doesn't seem to do much in my missions, are the NPC's energy even drainable?

They only have a quite small amount. It's pretty useless to have two NOS for NPC missions. You'll get maybe one or two sucks from a battleship. -Mejare

Actually I find it quite useful. I drain the frigs as they come in (one shot each, doing two at a time). Then I use the large Nos on the cruisers and you get two shots out of each of those orbiting you at 20km or less, again it all helps to regain a bit of cap (100 cap each shot). Nothing spectacular but it helps.

Hmm, well if they are that useless I'll get rid of the reactor II and put in a PDU II or Ballistic Control. Any suggestion about what to put in the 2 high slots if I get rid of the NOS? Medium or small lasers?

For missions I use two "Heavy Modulated Energy Beam I" on my Raven. Depending on the crystals I can "touch" targets from 0 to 55 km with my skills. Cap usage of the beams is insignificant and keeping a few medium sized crystals in hold to cover different ranges doesn't sacrifice that much cargo space.
Do they make a difference? Not really. According to combat log analyzer on the average lvl4 deadspace mission I do 1k-5k damage with the beams in total over the course of the mission, with wreckings up to 384.40 damage. Average damage with Radio M is a meager 45 HP, though. I find fitting this "lashlights" a bit more useful than using a medium nosf, but that's about it.

I mounted a named 350mm hybrid in an extra slot on the raven, and while not spectacular, it does do *some* damage. Though I think overall smartbombs would be more useful for certain missions (i.e. facing a lot of Mortifiers/Annihilators)..

mmm i thought npcs had unlimited cap... so nossing them gave your cap a nice full feeling.

You are right and wrong. The NPC's do have an unlimited supply of cap but that reservoir is not nossable. In addition they have a small amount of cap that can be nossed. The amount is small (about 400 in battleship NPC's IIRC) so nossing it is not _that_ useful, I would categorise it as a 'nice to have addition to you cap but you can do with out it'. ----- Sable's Ammo Shop at Alentene 5, Moon 4, Duvolle Laboratories Factory. 2 named MED blasters arnt that bad , chew the most down , not fast but it takes it down with some decent skills,
